Statutes of the International Council for Friendship and Solidarity with Soviet People

Adopted at the World Congress, September 21-23, 2001, Toronto, Canada

We the undersigned representatives of communist and workers parties, mass organizations, movements, youth, trade unions and progressive publications devoted to the resurrection of the USSR and Socialism, hereby proclaim the formation of an International Council for Friendship and Solidarity with all Patriots and Fighters for the Resurrection of the USSR.

This International Council shall have a broad character and act as a United Front in the struggle for socialism, independent of any political movement, religion or of present governments. This International Council shall promote all struggles against imperialism by people of the former USSR for the rebirth of the Union of Soviet Socialist Republics without any interference from world imperialism in their struggles for building a socialist society based on the teachings of Marx, Engels, Lenin and Stalin.

This International Council opposes the subjugation and exploitation of the working people of the world and whole nations by Imperialism that utilizes many different global organizations, alliances and military pacts in order to stop the demands of all the people for peace and abolishment of exploitation.

The International Council calls upon all workers, peasants, teachers, trade unionists, youth organizations, women's organizations, environmental movements, journalists and all peace-loving people to help the peoples of the former USSR and other progressive forces to stand up to the growing reactionary forces and neo-fascists supported by Imperialism whose aim is to dominate and exploit the peoples of the former USSR.

AIMS AND PURPOSES

The aims and purposes of the International Council include the following, in order to achieve the above-mentioned policies:

* To stimulate and coordinate on a world scale a common line of action in order to help the peoples of the USSR in the resurrection of socialism and also of the Soviet Union.

* To try to raise resources as needed in order to support these aims and also to help the people of the USSR not only morally, but also with all the help deemed necessary.

* To cooperate with all possible organizations, institutions, trade unionists, youth and women's movements that do agree to help in this endeavour.

* The International Council shall endeavour to do research, advocacy, conferences, seminars, publications that shall act as organs of the International Council. The International Council shall promote social, cultural and political actions to help the people of the USSR to build socialism.

PARTICIPATION IN THE INTERNATIONAL COUNCIL

* Any organization, movement, association, political party or publication or individual that agrees with the Statutes of the International Council can apply for membership.

* The International Council shall strive to struggle against imperialism and against the danger of revisionism inside the progressive forces, used by Imperialism as a tool and as a Trojan Horse inside many of the people's movements, both inside and outside the borders of the former USSR.

* Every movement that agrees with the Statutes shall have the opportunity to voice their program and opinions.

* All participants shall have equal basic rights and obligations.

* The delegates from the former USSR belonging to different parties, movements and organizations shall be allowed one representative each on the International Council.

* Every movement in each country that agrees with the Statutes shall be allowed one representative on the International Council.

* Election to the International Council is by a majority of votes by that movement or party.

* We appeal to every member, organization, movement or press that is a member of the International Council to carry out the assigned task as per the decision of the Congress, the International Council or the Executive Committee.

* All participants are duty bound to carry out in their own country the decisions of the International Council and promote any adopted campaign devoted to help the people of the former USSR in their struggles.

* Every party, movement, organization or press shall help to the best of their abilities to help finance the work of the International Council in holding congresses, seminars and other planned activities.

* The policy that should be adhered to is that no member of the International Council shall be a paid functionary. All work must be done on a voluntary basis.

INTERNATIONAL COUNCIL

1. The composition of the International Council shall be decided by the delegates to each Congress, keeping in mind representation from around the world.

2. The International Council will plan and arrive at campaigns and all projects to be done after due consultations with all representative country's delegates. The campaigns shall be geared to help the Soviet peoples in their struggles for the resurrection of their country and socialism.

3. The election of the Executive Committee shall be done at each Congress from the composition of the International Council.

4. The International Council shall strive to meet once per year.

EXECUTIVE COMMITTEE

1. The Executive Committee shall consist of a Chairperson, Vice-Chairpersons, Secretary, Financial Coordinator, Controllers and Editor and Associate Editor of the organ of the International Council. In order to face the reality of Soviet representatives, this Executive Committee should consist of 20 persons.

2. Since all of these functions are on a volunteer basis, the Executive Committee shall be in touch with each other between meetings by letter, telephone, fax or e-mail.

3. The Executive Committee shall endeavour to meet once per year at the venue someplace in Europe.

FUNDS AND RESOURCES

* All the activities of the International Council shall be financed by membership fees and all different methods in raising finances through different projects, held jointly either internationally, nationally or locally.

* Funds thus achieved shall be verified and controlled by the 3 Controllers elected from the Executive Committee and financial statements shall be sent out to member organizations once per year.

PUBLICATION OF THE INTERNATIONAL COUNCIL

The published journal of the International Council shall be financed by the International Council membership fees, subscription price of the journal, and also by donations and all fund-raising projects .
