A Universal Appeal

For International Friendship, Solidarity With the Peoples of the Dismantled Union of Soviet Socialist Republics and Against "Globalized" Corporate War, Exploitation and Corporate-Created Disunity of All People

To: Readers of Northstar Compass, members of the Organizing Committee and delegates coming to the World Congress:

What follows is a draft for adoption of a "Final Document" that may be issued publicly at the end of the World Congress in Toronto. In every aspect it is open to amendment, restructuring, abbreviation or additions and will be presented to the World Congress for discussion and adoption as amended.

The writer and drafter was asked to prepare this Document by the Organizing Committee and the Editorial Board of Northstar Compass at the meeting held in Toronto on June 24, 2001. It is a result of my understanding based on the discussion that took place.

Gathered in Congress in the City of Toronto, the assembled delegates from the four corners of the world, have given deep consideration in debate and exchanges of data and experience that has revealed widely divergent views on many issues and questions. Despite this we have reached unanimous and full agreement on the enormous necessity confronting all peoples, everywhere, to find common aims, programs and assistance to the peoples of the dismantled Union of Soviet Socialist Republics together with universal resistance to the "globalization" programs of monopoly capitalism.

The dismantling of the Union of Soviet Socialist Republics by counter-revolutionary forces within the USSR working in full cooperation in overt and covert activities by hostile foreign political forces and capital, has created a situation of privatization and deprivation, dwindling population, immense economic ruptures and loss of living standards, health care, educational facilities, cultural development and erasure of work and achievements of more than seventy years of Soviet Socialist development. Side by side with these consequences for the Soviet people, increasingly on a global scale the powers of the peoples are being decimated, their organizations under proliferating attacks.

In October of 1993, the deliberate shelling and military destruction of the Supreme Soviet consolidated a reign of increasingly corrupted and treacherous political forces that have since exercised state and military control of the Soviet people and their destiny. Economic, social and cultural plunder of their society has proceeded apace, with increasing intensity. This state of affairs in the former Soviet Socialist sixth of the world has been accompanied world-wide by a monumental downgrading and assault on the democratic powers and welfare of all people, under conditions of intensified exploitation and cutbacks in the so-called "Third World, together with and in the industrialized countries and capitalist economies The twin trends of increased pr6fiteering and downgrading of people's lives are experienced universally and confront peoples in every land. This universal intensified downgrading is a primary result of the dismemberment of the USSR.

Within the territory of former USSR Republics, dismantled in 1991, there now exist (primarily at the beck and call and profiteering for Western based financial and corporate capital) fifteen countries under the fallacious nationalist banners of independence. But their resources and people now confront the uninhibited powers of Imperialism's false "free market" exploitation under the control of "globalized" military, economic, political, social and even cultural powers, all dictated by Western monopoly. This process is dominated and led by the Imperialists of the USA and the North Atlantic Treaty Organization (NATO), that proved itself as a ferocious military pact of aggression in its savage war to destroy Yugoslavia and create chaos in the Balkans.

Increasingly, citizens of the global community now exist under, and at the mercy of, unprecedented, concentrated powers of finance capital, its "kept" governments, and instruments of state policy and control. Such are increasingly applied to people throughout the world, as upon the peoples of the dismantled USSR. The generations long facade of "freedom and democracy" under the guise of heavily corrupted electoral systems of governance are in the process of decay and are being dismantled and thrown on the garbage heaps of history by monopoly capitalist forces where ever and as rapidly as possible. Within these processes an increasing monopoly-capitalist drive toward total control and exploitation and new forms of dictatorial Fascist and Nazi rule have germinated and endanger the existence of what history erected as the capitalist "nation-state"...

Often wrongly defined as "bourgeois democratic," the USA at the centre of world reaction placed the process of destruction of that in sharpest focus with the recent Supreme Court "decree" that literally stole from American voters their "hallowed" right to majority rule. The US Presidency, arguably the most powerful political position in the world, was simply "handed over" to an entrenched group of oil tycoons, headed by the son of a former CIA Director; a man of dubious abilities.

The immediately proclaimed proposal to destroy the 1972 Anti-Ballistic-Missile Treaty together with a declared policy to place nuclear-laser technologies in outer space and thus to achieve total military dictatorship of the entire "global village" heavily underlines the political aims of monopoly capitalism and their "decreed" puppets.

Add to this the same Presidential "apres moi la deluge" ("after me the deluge"} emulating the unlamented Louis XV of France in mindlessness, the declared policy encourages fossil fuel "after bums" in the earth's atmosphere. Without question such a policy, while adding untold wealth to the oil barons' coffers, would increase the destruction of the global atmosphere and eco-systems in dreaded "earth-warming" processes and destruction of the ozone layer that has protected life from time immemorial, but which is already in developing stages of disrepair and destruction. The potential, suicidal destruction of all life as it has evolved stands before humanity as a total insanity within monopoly capitalism. The dismantling of Soviet Socialism and the resulting ascendancy of monopoly is the impetus that has placed the entire species at this crossroad of developing, universal crisis.

Under monopolies exclusive control, the technological sciences that have created the heretofore unknown "achievements" have rarely benefited the common people. Instead it has led to uncontrolled expansion of profiteering and capital- accumulation for the monopoly "owners", and conversely deepening impoverishment for billions of people. Our "common heritage" demands today, as never before, controls to reverse this trend, and to ensure the "benefits" of scientific advance shall be used to fulfill the needs of all people everywhere, and first of all for the peoples of the Soviet land.

Taking into account all of the above, and in our tradition and heritage of the "Hands Off Russia Committees," our World Congress declares to the citizens of the world, the most dangerous seeds of war danger exists today, in wars that will be fought with the horrific weapons of today.

Unjust wars of aggression for plunder and control are an inherent characteristic of monopoly capitalist development as history has repeatedly proved. These wars of aggression have nothing in common with wars of liberation or the defence of the national territory and rights thrust upon peoples by Imperialist monopoly capitalist aggressive war. The right to "self-determination" and its defence is inviolable. The predatory ascendancy of military might and capability now in the hands of the NATO powers, led by the USA, has created an enormous military imbalance and threat against the sovereign rights of peoples and nation states throughout the world. It must be assumed that this imbalance creates the greatest dangers of predatory war, and therefore must be confronted and curbed before further suicidal holocausts engulf the world.

Only the united power of all people can achieve such an aim, and is today the sole profoundly democratic force that can create a world of justice, good neighbour relations and freedom from savage monopoly capitalist exploitation and a new "Dark Age." No other power exists to curb or defeat their programs and policies of relentless, and unfettered greed. It is precisely that universal need confronting all people everywhere that has called forth our World Congress and our search for viable answers and solutions.

Since we are not in this Congress a partisan political body, nor a movement devoted to the strategic concepts and tactics of political revolutionary change, but are instead a movement holding forth friendship, solidarity and rejection of all aggressive capitalist war as our central purpose, program and theme, we call most urgently for all political forces of change to resolve all differences either in full agreement, by consensus, or by temporarily setting aside elements of differences that prevent mutual cooperative action. Not to do so, we suggest, opens unlimited opportunity for imperialist, monopoly capitalist aggression against all people. Disunity at this vital and extremely dangerous period of human history will lead to a catastrophe that cannot be entertained in good conscience by people of good will.

At the centre of such an international struggle, we call for every kind of assistance to the people of the dismantled USSR to restore their successful Socialist and Soviet style of life, as they alone can, or will determine. The attainment of that goal by our Soviet friends will result in the massive strengthening of all forces of the people on a global basis in the current situation of intensified "globalized" aggression by the monopoly capitalist system everywhere and in particular for all people within the dismantled Soviet Republics. Our World Congress of Friendship and Solidarity and anti-capitalist aggression has been called precisely for those purposes, and in full recognition that this pathway will cement new democratic relations between all people.

Having reached general agreement on the above analyses of the conditions confronting both the people of the Soviets and indeed all humanity, our World Congress affirms and proclaims as follows:

1. That there shall be organized, on as wide a basis as possible, and including all forces represented here, and with open-ended structures to encourage and permit expansion beyond our present strength, "the International Council of friendship, solidarity and effective activity against every manifestation of monopoly capitalist aggression against the democratic rights of the soviet people and all people everywhere."

2. Recognizing that there are today and will continue to be wide variations and divergent views on the methods, strategic considerations and tactical requirements as to the rendering of assistance in the forms suggested above, it cannot be our purpose or determination to confine, reverse or limit any given projection of action to render such assistance to the Soviet people, or designed to develop mutual cooperative activities.

3. We therefore call upon all participants in our global efforts to develop and support within their own nations, territories and understanding all activities deemed to be effective and appropriate to our declared purposes and aims. Central are conscious activities to lessen and remove antagonisms and hostilities engendered historically by the deliberate fostering of such by imperial monopoly capitalism.

4. Each participating section of the International Council shall with outmost care seek democratic dialogue, debate and consensus in order to achieve the maximum of united action and outlook. We proclaim that it is not the task or purpose of the International Council to in any way impinge or interfere with the natural democratic rights of the people of the dismantled Soviet Republics to forge their own unique destiny and future. We call upon them in good faith to freely and openly bring information and advice to all sectors and areas within the International Council, so that all may be informed of their most urgent needs and what efforts can be most effective in rendering assistance, friendship, solidarity and opposition to monopoly aggression against them; and to establish reciprocal Friendship Councils where possible.

5. We affirm that within each country, chapters and organizations that support the global program of the International Council will be formed and given all support and encouragement to strengthen our work everywhere. Included within that proposal must of necessity be the development of financial means and assistance to the International Council, as well as to financially distressed participants everywhere.

6. We affirm that the new International Council, wherever located, shall continue to issue a monthly journal, and where possible to utilize up-to-date website communication throughout the various councils or branches wherever they may be located. Consideration maybe given to a continuance of the name -Northstar Compass" which over the years has attained unique recognition on a wide basis. However, to produce a journal reflective of a new "globalized" status may require amendment or change.

7. Finally, our World Congress proclaims and affirms the necessity of serious, well-analyzed and developed constitutional and structural features to be brought into being beyond what our World Congress has been able to achieve. For those purposes we propose that an Interim Committee shall be here elected and authorized to develop and promulgate such inner laws (Constitution) using as its base the Proposed Statutes for the International Council, which is on our World Congress agenda. Should this not be possible at this Congress due to time limitations, then this will be one of the first "Orders" of business of the new Executive Committee to be elected at this World Congress in two years and at a locale to be determined by the International Council.

8. This World Congress, after discussing the proposed Statutes, will arrive at a decision to hold further World Congress in two years or earlier if conditions so demand, and at a locale to be determined by the International Council.
