Discussion on the 2001 Congress

Dear comrades and friends:

The decisions taken in 1998 at the Conference of the Editorial Board of NSC and Friends of Soviet People by the delegates from across Canada, USA, Cuba, Brazil, Germany and also from the former Soviet Union, resolved to send out a Call world-wide for the formation of an International Council for Friendship and Solidarity with Soviet People.

An Organizing Committee was elected and they proceeded to get in touch with numerous parties, organizations, newspapers and associations.

The first proposed date was year 2000, but the situation in former USSR was in a state of flux and this proposed month of May 2000 in Minsk proved unrealistic since the contacts were still not very clear and thus the decision was made to postpone the Congress. We are happy to inform our readers and those that have now signified there support and willingness to take part in this Congress, that the Congress shall take place in the first week of September of 2001 in Europe.

This was confirmed by our friends in Europe and the details are being worked out for the logistics that are necessary.

In this regard, the Organizing Committee has assigned Michael Lucas (Canada) and Harpal Brar (England) to go and meet our comrades who have indicated their willingness to help us with all the details to plan this very important Congress.

When the delegates return, we shall through the pages of Northstar Compass inform all of the signatories about the details of all the arrangements plus an informational letter shall go to the signatories.

For your information here is the breakdown of the signatories who will take part or do support the convening of this extremely important Congress. They are from Communist, Marxist, Socialist parties, newspapers, organizations and associations in 43 countries.

Judging by the written commitment, we expect at least 80 delegates plus observers.

What Results Should the Congress Achieve?

The history of the "Hands Off Russia" committees that were formed in 1918 in many countries of the world should act as inspiration for us now. At that time, after the Great October Revolution, Imperialist powers joined together with Germany and all attacked the young Soviet State, bringing death and devastation to the Soviet people who had to fight 14 foreign Countries in a protracted intervention of Western powers who tried to overthrow the Bolsheviks.

The "Hands Off Russia" committees in the world demonstrated against this imperialist intervention and together with the working class prevented in most cases the war supplies reaching the foreign interventionist troops. These committees held mass protests against their own governments, demanding of them the non-intervention into the affairs of the young Soviet State. They helped the Soviets with aid and above all with outpouring the much needed moral support in their life and death struggles. This international support plus the heroism of the Soviet people did manage to stop the intervention.

Today we see that the bourgeoisie, having struggled since 1917 to defeat the first attempt at Socialism in Soviet Russia, was able to temporarily defeat the USSR with the help of internal traitors. This was due to the rise of hidden revisionism after the death of Stalin in 1953 and with constant help from imperialism which never gave up on the idea of dismembering the Soviet Union and other socialist states that came on the world scene after the victory against Fascism in World War II.

After the infamous speech by Nikita Khrushchev to the CPSU congress which was an open fight against the ideas of Stalin and thus also a struggle against Communism, the CPSU degenerated into an ideological morass and the seeds of capitalism were sown, nurtured and finally it was successful. What Khrushchev started, Gorbachev finished, supported by the international reactionary bourgeoisie and thus re-established capitalism in former Soviet Union. This also affected all of the communist movements all over the world.

Imperialism, headed by the US, had and has as its main aim to completely defeat all communist or peoples movements that are struggling against exploitation and that might be heading towards the overthrow of capitalism and on the road to socialism. They try to infiltrate communist and socialist parties and movements, sow discord amongst them and put them all at loggerheads against each other. This plan unfortunately was and is very successful and this is shown by many hundreds of different communist and Marxist parties in practically every country of the world.

It is ten years since the first stage of dismemberment took place in the USSR, with the advent of Gorbachev's ill-conceived 'perestroika' (which in actual fact should he called "destroika") and still there is no UNITY amongst the many communist and socialist parties in former Soviet Union. Many well-intentioned attempts have been made to form a common united front, but to this date no unity has been achieved. Obviously there is something very wrong with this scenario.

Extremely well-intentioned and also dedicated conferences, meetings and ideological Marxist discussions are taking place in many centers of the world, called by different Communist and Workers parties, trying to find a cohesion of thoughts in order to find a common solution to establishing a much needed united front to fight against world imperialism which is becoming more and more akin to fascism.

At this time of extreme danger for the working class of the world, the need for a vanguard communist movement, united in its struggles against creeping fascism, is a desperate necessity. Unfortunately there are still far too many opposing currents inside - not only in the Soviet communist and workers movements, but also on the international scale to be able to achieve this elusive unity.

The US imperialist plans through imposed organizations set up by the USA, such as the International Monetary Fund, World Bank, World Trade Organization, NATO and the latest attempt at Globalization are nothing more than plans to enslave the countries of the world for the exploitation by the American multinational corporations for super maximum profits. If not fought against by the working class of the world, this eventually will lead to Fascism!

In the meanwhile the expansion of US-NATO into Eastern Europe and the ultimate aim of NATO is to have a war with Russia for the control of its very rich resources, especially around the Caspian Sea. Let us not overlook the fact that the creation of a European Army under German leadership is also meant to guarantee the US domination of all of Eastern Europe, Balkans and the Caucasian region.

Having stated the above, we sincerely feel that there is a desperate need now to establish an International Council for Friendship and Solidarity with Soviet People. Why?

* There is a need to establish a United Front to help the Soviet people in the struggle against Imperialism, headed by USA, which has now become more criminal, destructive and inhuman as never before and is hell-bent on imposing its will on the world.

* The united front work shall be the key element of the work of the International Council for Friendship and Solidarity with Soviet People.

This International Council cannot be or act as the venue for ideological debates. There are other venues that are existing now, where ideological debates are held and a common path is being worked out for future vanguard role against world imperialism.

* There are only two things that should unite us in our United Front work: (1) Do we want to help resurrect the Union of Soviet Socialist Republics as a bulwark of peace and a power able to stand up to the creeping fascism? (2) Do we want to help the Soviet people return to Socialism... the kind of socialism that the Soviet people themselves shall decide?

Millions of Soviet people are struggling now to reestablish the USSR and the dictatorship of the proletariat. We must help them as the Soviet people helped mankind when they helped to defeat Fascism.

Our Task Ahead

While it is incumbent on our comrades in all of the territories of the former Soviet Union to strive with every ounce of their energy for the restoration of the Soviet Union, their task will be facilitated by fraternal solidarity and friendship from abroad as also shall be the role of the International Council for Friendship and Solidarity with Soviet People. All those who call themselves sincere friends of Soviet people, communists, friends and adherents of socialism, who profess and cherish the memory of the once glorious Soviet Union, have a duty to render every assistance to our Soviet comrades. We have sacred duty to propagate the cause of our Soviet comrades - A CAUSE WHICH IS ALSO OUR OWN!

The USSR at its height gave unstinting and generous fraternal support - material, political, ideological and diplomatic to the world proletariat and revolutionaries, plus all of the national liberation movements the world over. It is now our turn to return this generosity by rendering every conceivable fraternal support to our Soviet comrades in their mission to re-establish the Soviet Union by overthrowing the present corrupt, filthy and rotten regime of the Mafiosi and their Imperialist backers.

In order that we may render this fraternal assistance, it is necessary for us to organize ourselves to make certain that organizations, parties, movements. publications and associations make certain to send delegates to the World Congress in Europe, in the early part of September, or views through the pages of Northstar Compass as to their outlook and ideas as to what this World Congress should achieve.

The setting up of an International Council will not in any way take away the effectiveness and the dedication that is being waged by parties and movements in their own countries for Socialism and the resurrection of the Soviet Union. This forthcoming International Council is not meant to supplement or to take away the tremendous dedication and efforts that are being made by world party congresses, seminars, meetings and ideological debates.

We desperately need a United Front of all people that want to see the resurrection of the Soviet Union.

We appeal to all our readers to send us your thoughts about what results we should try to achieve at this World Congress in September of the year 2000 in Europe.
