An Appeal from the Organizing Committee for an International Council of Friendship and Solidarity with Soviet People

Dear readers,

We are asking for your input to the proposed Statutes for the forthcoming World Conference in 2001. All organizations, parties, publications, movements and individuals that have signed the "Call" for the World Conference are asked to take part between now and 2001 World Conference by sending in ideas as to what you feel should and must be accomplished at this extremely important Conference!

Imperialism is not letting up its ongoing rush for domination of all countries and the liquidation in the first place of the Soviet Union. Humanity cannot wait any longer for the time when there shall be achieved that illusive unity and a united front of all progressive forces inside the Soviet Union or in the world in general. There is now a desperate need for an International Council for Friendship and Solidarity with Soviet People!

Your proposals shall be discussed by the Organizing Committee and shall find their place on the pages of the future issues of Northstar Compass.

Here and on the cover you will see one of the first "logos" for the International Council designed by Michael Lucas, Editor of NSC. Let us receive many more so that we can pick the best design.

Proposed Statutes

We the undersigned representatives of parties, organizations, associations, publications, trade unions and youth movements, hereby proclaim the formation of an International Council for Friendship and Solidarity with Soviet People.

This International Council shall have a broad character and act as a United Front, independent of any political movement, religion or of present government. The International Council shall promote and support all struggles of the Soviet people for the resurrection of the Soviet Union and socialism without any interference from world imperialism in their struggles for their destiny as they, the Soviet people deem necessary to accomplish.

The International Council opposes the subjugation and exploitation of the world through imperialist globalization and supports actions against Multinational Corporations, World Bank, IMF and WTO and other bodies that are instruments of world imperialism.

The International Council calls on all workers, peasants, teachers, trade unions, youth and women's organizations, environmental movements, peoples movements, journalists and all peace-loving peoples to join in this struggle to help the Soviet people resurrect their country and thus have the Soviet Union stand up to the growing reactionary forces and neo-fascists whose aim is to dominate, exploit and help US imperialism to be the gendarme of the world.

Aims And Purposes

The aims and purposes of the International Council include the following, in order to achieve the above-mentioned policies:

* To stimulate and coordinate on a world scale a common line of actions in order to help the Soviet people.

* To raise resources as needed in order to support these aims and also to help the Soviet people not only morally but also with any help that is deemed necessary.

* To cooperate with all possible organizations, institutions and governmental officials which have agreed to help in this endeavor.

* The International Council shall endeavor to do research, advocacy, conferences, seminars, publications that shall act as organs of the International Council. The Council shall promote social and political actions meant to help the Soviet people achieve their goal of resurrection of their state.

Participation In The Council

1. Any organization, movement, association, political party and publication that agrees with the Statutes of the International Council can apply for membership.

It must be clear that the participants in the Congress must not use this venue for ideological debates about how the Soviet people must achieve their resurrection or what kind of Socialism must be achieved by them. These two questions must be decided by the Soviet people themselves.

2. All participating organizations, movements and publications shall have equal basic rights and duties... such as:

* Equal participation and with one vote per delegation

* Equal opportunity to be elected to the International Council

* Every member organization or publication must carry out their assigned task as per decision of the International Council or the World Conference.

* All participants are duty bound to promote in their own countries the decisions of the Council and promote any adopted campaigns devoted to help the Soviet people in their struggles.

* Every member shall help to the best of its ability to finance the work of the International Council in holding congresses, seminars and other planned activities.

* The policy to be adhered to is that no member of the International Council shall be a paid functionary. All work must be done on a voluntary basis.

International Congress

1. The International Congress for Friendship and Solidarity with Soviet People shall be held every two years, or until such time as the Soviet Union is resurrected and at that time the International Council shall become an international body promoting friendship with Soviet people in each country whose organizations, parties and publications are taking part and establishing Friendship Societies with Soviet people plus promoting cultural and other exchanges. The venue for each Congress shall be decided by the International Council, after a consensus is taken with the member organizations

2. The International Council shall decide how many delegates and how the criteria are to be formed and processed after consultation with the members.

3. Any issue at the Congress shall be decided by a simple majority and each representative(s) shall have the opportunity to present his/her or their organizations point of view.

International Council

1. The composition of the International Council shall be decided by the Congress and it shall be the highest decision-making body between Congresses.

2. The Council shall propose the program, the actions to be taken on certain issues decided upon and pursue in each country its implementation.

3. The International Council shall have closer contacts with Soviet representatives on the International Council and thus be able to coordinate the activities that shall be necessary to help the Soviet people.

4. The election of the members of the Executive Committee of the International Council shall be done at the First Meeting of the International Council after each International Congress is held.

5. The International Council shall strive to meet at least once per year to carry out the decisions made and to plan future actions.

Executive Committee Of International Council

1. The Executive Committee shall consist of the Chairman, 4 Vice Chairmen, Financial Secretary, 2 Secretaries and Editors and as many others as the International Council deems necessary to fulfill the decisions of the Congress. There shall also be elected 3 controllers for financial control.

2. Since all of these functions are to be on a volunteer basis, this Executive Committee shall keep in touch with each other through different media (letters, fax, email, telephone). In order to have a personal continuation and exchange of opinions, the Executive Committee shall try to meet 2 times per year if necessary, with each venue to be decided by a majority vote.

Funds And Resources

1. All activities shall be financed by membership fees and different methods of raising funds and resources through different projects, either locally, nationally or internationally.

2. Funds thus received shall be controlled by the 3 Controllers and statements shall be mailed out once per year to all members of the International Council.

First World Congress September 2001

1. The Organizing Committee for an International Council that was elected in 1998 in Toronto, Canada, is the body that is organizing the World Congress and shall exist as a pro-tem body until 2001 when the first World Congress is held and an International Council is elected.

2. The monthly publication "Northstar Compass" shall act as the official organ of the Organizing Committee for an International Council until the first World Congress is held and decides whether Northstar Compass shall act further as the official organ of the International Council, or whether there is a need to establish a new publication.

3. The Editorial Board of Northstar Compass now existing shall act as the official body of the publication until the first World Congress, at which time the newly elected International Council shall elect a new Editorial Board of Northstar Compass.

Proposed Agenda For The World Congress

It is proposed that this Congress last 2 days plus a night for reception, concert and sightseeing for all of the delegates.

First Day

* Opening of the Congress by the Organizing Committee
* Introduction of delegates
* Approval of the Congress agenda or additions to it
* Main Report by the Organizing Committee
* Discussion to the Main Report
* Proposed Statues of the International Council
* Discussion, amendments, proposals
* Adoptions of the Statutes
* Soviet representatives
* Questions and answers
* Workshops pertaining to different topics as agreed upon
* Evening reception for all delegates

Second Day

* Speakers -allowing each delegate 15 minutes
* Discussion and questions to the speakers
* Proposals for the first tasks to be started by the incoming Inter-national Council
* Discussions to the proposals and its adoption
* Presentation of resolutions for adoption
* Discussion and adoptions
* Nominations for the International Council
* Voting and counting of ballots "Closing remarks by the Soviet delegation
* Closing remarks by the Chairman of the International Council
* Playing of the Internationale
* Evening reception and concert for the delegates

Suggestions To Think About

* What should be the registration fee for each delegate?

* A suggestion was received that, in order to shorten the name that we are using now, we might use - "SISCO" Soviet International Solidarity Council

* We should try to establish an Internet International Website for the International Council. Should it be only one, or should we have in the other languages for maximum effect? And who should control the Web site on Internet as to content?

* We should open up a competition for a graphic logo for the International Council for Friendship and Solidarity with Soviet People. Have this winning logo displayed at the Congress and honor the Artist

* Should we try to have an agreed-upon spokesperson in each country, so that the agreed upon policies of the International Council shall be the same?

* When the agreed-upon publication, acting as the organ of the International Council will be published, do we just publish articles of member organizations?
