About the "Dictatorship Of Law"

Analyzing the situation in today's bourgeois republics that were formed on the territory of the USSR shows more and more the essence of the dictatorship of the bourgeoisie. It tries through the powers available to it to solidify its rule on the pedestal of state power. This is happening in Ukraine, in Russia and in Central Asia. Let us closely look at some moments, the characteristic process of the totalitarian ruling regimes.

"Putinization" Of Russia

No matter what one might say, Putin is supported by the average elector. This is confirmed not only by the results of the election, but also by the carefully nurtured mass media attitude towards him.

Yes, President Kuchma of Ukraine also received by hook and crook enough votes. This was the result of trickery and cheating, besides all the threats. Anyway you should listen as to what the Ukrainian people are saying about him on the streetcars, busses and the subway! Kuchma does not have authority amongst the people. Namely the masterful Mafiosi structures were able to organize a great "theatrical extravaganza show" under the slogan of "democratic elections". But in reality, Kuchma is Kuchma and it is a well known fact that Washington controls Ukraine and they do not need anyone else but Kuchma. "He was sent by God!" proclaimed the Russian oligarch Berezovski.

But Putin - he is a very different personality and more cunning. The average voter has a higher regard for him than it did for Yeltsin. He was and is promoted as "I shall keep order", "I will defend the interests of Russia". Is this really the "peoples" President? He, like Yeltsin, is a product of the Mafiosi structures. The Russian people are tired of destabilization of its "leaders" that came on the scene after the death of J.V. Stalin in 1953. People are tired of all the chaos and anarchy since the times of Khrushchev. The highest point, the peak of the chaotic situation was reached under Mikhail Gorbachev, although the powers behind the scene helped this General Secretary of the CPSU. He was just carrying out his work on behalf of Uncle Sam as the "pusher" of this devastating process. The center of this destabilization process was across the ocean. On this process of dismemberment of the USSR and of the CPSU there worked scores and scores of foreign philosophers, ideological gurus, psychiatrists, spies, diversionists and all other secret services of the USA. In Ukraine these plans were carried out first by Krawchuk and now by Kuchma.

About the "Fisherman" and the "Fish"

The "process went" as Gorbachev told the world, pushed by the internal counterrevolutionaries and the might of US imperialism... all stemming from the renegades within the CC CPSU. As the saying goes, it is much easier to catch a fish in murky waters. The people were caught in a colonial-imposed net. Here's just an example of Ukraine's present policy... Ukraine has now lost over 3,000,000 people?! The historical fairy tale of Soviet "genocide" of Ukraine now has become a reality in Ukraine. The traumatic economic situation in Ukraine is unbelievable. The average monthly wage now is about at $35.1 if you're lucky to be working. The situation is the same in other former republics.

Finding itself in the "net" the fish has now to be served "for lunch". And the hungry bourgeoisie are ready and waiting, and many more than a few. The Mafiosi structures in Russia, such as Berezovski, Gusinsky, Chubais, Chernomydrin (plus other lesser players) while in Ukraine there are Zviagilsky, Krawchuk, Kuchma plus Lazarenko. There is now taking place a sharpening of contradictions. They are now no longer satisfied to have caught this "fish" in murky waters. No one wants to share the profits. That is why these crooks-robbers cry out daily that there's a need for only "dictatorship of law" (of course it's to be instituted by them!). It is likely that even the "fish" will eventually understand into what kind of a net it was taken. The water will start then to boil in foam and shall take under water in order to drown not only the net but also these fishermen. But this will not satisfy the powers behind "perestroika". They feel that the "fish" must always be in view. The water must be always crystal clear. But, the fishermen must always be ready with a net, just in case. Therefore they demand a "dictatorship of law". What kind of laws do they want? In whose interest?...

This process is happening in Russia and Ukraine, as also in other former Soviet republics. As an example, Mr. Kuchma organized the so-called "referendum". This in actual fact gave him the dictatorial powers to rule without any input from the elected parliament. Kuchma only listens to one state - the dictate of Washington, its NATO and the International Monetary Fund.

Meaning Of "Dictatorship Of Law"

Putin exists more or less in limbo. There is much that is unknown about him by the people-but he immediately stated that private property is untouchable. With this, everything else is said. What he really means is as follows "Dear Messieurs Russians! Leave the Mafia alone! Their private property is sacred!" This is the policy of other presidents, including Kuchma of Ukraine. But in Ukraine, Kuchma just believes in the laws that guarantee private enterprise profits and the overseas oligarchs.

Putin also made a declaration that "I support only one dictatorship - the dictatorship of law!" This clever slogan fooled much of the population. Viva the Dictatorship! Viva Putin! Russian messieurs... was it the "dictatorship of law" when Boris Yeltsin bombarded from cannons and tanks the Supreme Soviet in Moscow?! Where was the Constitution, where as an example in Ukraine, when Kudyukin under the direction of former CC CPSU member and president of Ukraine Krawchuk, sold off the Black Sea Fleet?! Why was this "law" quiet when Lazarenko of Ukraine undertook to sell off the riches of Ukrainian industry and deposited the profits into foreign banks?! Where was this "Constitutional guarantee" when in Ukraine "no one knows who" is robbing from Russia the natural gas?!

But, as Alexander Moroz, the leader of the Ukrainian Socialist Party, stated, the robbers are well known. They are in the top echelons of the present government. As a result of all of this robbery, by the beginning of year 2000 Ukraine owes Russia over $600 million U.S.. More than three-quarters of this sum was taken by a private company, set up by Leonid Kuchma, called "Neftgas Ukraine". Kuchma appointed as president of this new private company the former Premier of Ukraine, Pustovojtenko.

What about this "law" - as a Slav saying goes, "Wherever it turns, there it goes!" Even in 1918 V.I. Lenin wrote as to the "bourgeois law and who it serves" - all aimed at robbing the working class.

But Putin - he's no Kuchma. But the bourgeois law remains the same, no matter which leader of capitalism reigns. There is always a struggle between classes, from the past epochs to the present… it was always the struggle for private ownership. "Billions of dollars always rule. The changing of laws is only a changing of the form of its rule". (V.I. Lenin, PSS, v. 28, p. 1546). Is this not a question that is pertinent now in our time?…

What Must Be Done?

Without any question the working class in their struggles must utilize maximum effort to exploit the laws that do exist - the constitution. Our ideal is of course, through peaceful means to develop the people and the country. But what must we do in a critical situation, at a critical moment, when the bourgeois state says and proclaims that it follows the laws, but in actual fact it abolishes the laws and tramples them under foot and the people are thrown to the bourgeois mercy of the "leaders" and left to suffer and die?

Here again we turn to V.I. Lenin. In the "Thesis towards the 2nd Congress of the Comintern" he wrote: "During such moments and in such situations, the communists cannot follow or respect or believe in the bourgeois constitution or laws. They are bound by necessity to structure parallel illegal apparatus, which at the crucial moment could help the Communist party to fully fulfill its promise to the people before the revolution." (PSS v. 41, page 206). The workers must learn and realize what is actually happening now in the country, organize ourselves for the political-economic struggles and their rights. In place of the governing bourgeois laws there must be a law that declares the "Dictatorship of the Proletariat" over capitalism.

COMMENT

Yes, unity of purpose, unity of methods and above all, unity of dedication by the many Communist parties in former Soviet Union will fulfill the revolutionary behest of Lenin and Stalin!


Ukrainian Bolsheviks Are Very Active

During the May 9th 55th Anniversary Victory Day celebrations in Kiev, many active members of the "Movement For the USSR" during the march held a demonstration with Soviet flags which were seen and appreciated by many thousands of marchers, including the Ukrainian nationalist-fascist elements (the Banderites) who tried to throw Galina Savchenko from the top of the platform overlooking the parade of Great Patriotic War veterans who were marching below.

You can see on the photograph to the right Galina Savchenko and Vitaly Blinov on top of the high obelisk platform over the Grave of the Unknown Soldier, (but unfortunately the photo of a Soviet soldier during World War II with a machine gun, shooting at the Germans is not seen) giving out copies of a Soviet newspaper called "Union of Officers". The sign proclaimed: "Open fire on the Kuchmas, Krawchuks, Tarasiuks, Kuzmuks!" This message made the present day enemies of the people boil with fury and rage, but heartened those who defended the USSR and Europe from the scourge of Fascism. The names on the sign refer to: Tarasiuk- Minister of Foreign Affairs, Kuzmik -Minister of Defense of Ukraine, both of them are pro-NATO.

Third Conference of Citizens of the USSR

There took place the Third Conference of Citizens of USSR, which was called by the movement "For a Soviet Union" in Moscow.

There were delegates to this Conference from Russia, Ukraine, Byelorussia, Moldavia, Azerbaijan and also Georgia. The delegates represented over 20 different organizations plus political parties such as the Communist Party of the Russian Federation, Communist Party of the Soviet Union, Communist Party of Ukraine, All Union Communist Party of Bolsheviks and others.

The Conference was opened and headed by the former chairman of the Supreme Soviet of USSR, A.G. Kozlobaev. During the conference there were over 40 speakers discussing and analyzing the present situation.

The consensus was that the parliamentary elections held in Russia and also in Ukraine absolutely did not change anything and the bourgeoisie is further entrenched so that the elections shall not change the present capitalist system. The parliamentary elections are just another venue for the capitalist class to put a cloak of legality upon themselves, as they devastate and rob the country. A change without a people's revolution is impossible.

The 3rd Conference adopted many important documents. A new Supreme Soviet was elected and a decision was made to elect a new Government of the USSR that will take over after the overthrow of the present bourgeois regimes. Unanimous in their decision was the proposal that there must be only one united Communist Party of the Soviet Union and it must be a revolutionary party and not an opportunist one. Without such a United Communist Party there is no chance of liberating the peoples of the former USSR from foreign domination and internal capitalists.

Mongolia Chose Communists!

All the bourgeois newspapers gave this surprising news great coverage. The defeat of Socialism in Mongolia was accomplished in 1996 when the bourgeois party gained the government with great promises. Mongolia is a country with a population of less than 2.4 million people, a country with the economy based solely on animal husbandry, where goats and cattle outnumber the population by 15 to 1.

For 70 years Mongolia was going on a socialist path, but inside of 4-5 years it became the most impoverished country in the Far East. Even Western diplomats called the attempt at capitalism as "a merry band of free-marketeers" who have brought Mongolia to its knees.

COMMENT

We just hope that the policy of socialism shall not be diluted by market economy tendencies which the new government is proposing now.

This is the regional party newspaper of the Russian Communist Workers Party, edited by V. Reguzov who sent us the photographs published here showing the acceptance of Tula school children into the Soviet Pioneer Organization. More and more Pioneer organizations are springing up all over the former Soviet Union, with veterans of the Great Patriotic War pinning the Pioneer badges on the Russian young school children.


Putin Took Off His Mask

A true secret agent-spy must be an ultimate actor. In order to infiltrate any foreign country, he must play many roles that are attached to this "legend". He must hide his true face, so that he would not be recognized. Being a former professional secret agent Putin has a gift of a great artistic talent.

Millions of citizens going to vote in most cases do "vote with their hearts", as was daily demanded at the last election by Yeltsin's propaganda machine. They vote for a person that the Media presents as having good manners and also appearance... in other words, for the one who tries to be one of the crowd. Before, this mass of voters went to vote for Boris Yeltsin, who promoted himself as "one of the boys!"

Putin realized what the people want, how he should present himself in the people's eyes. In all of his efforts he tried to present himself as an opponent of Yeltsin and all that Yeltsin stood for... who had become a laughing stock in the eyes of the Russian people. Putin looked like a sportsman, healthy, very sober and was promoted with an image as the "Father Czar" who will make everything better. He played the role of a simple and dedicated lover of his Russian people. With a very low voice and simple words he asked: "You want law and order? It shall be!" He then immediately agreed to send the Russian army into Chechnya and declared that he will "liquidate the terrorists"! During all of his election campaign he hid his real plans, and he got elected without even any plans or program for the electorate to know what he stood for!

He only stated this: "We are not going to eliminate private property!"

This tactic was also used by his assistant Mr. Kasianen, demanding from the Russian Duma that they appoint him as the Premier. Putin very cleverly for the time being played with the leadership of the CPRF by supporting the candidature of the proposed CPRF's (pseudo-communist) Seleznev. These tactics proved correct and Putin and the bourgeoisie were successful. As was reported by "Unity" (Union of Left Forces) who jumped into the Duma under the slogan of: "We support Putin!"

His mask as the "peoples defender" Putin took off only when he formed his government. Who will believe now in the future of Russia? The faces are all familiar! Chubais proudly stated at the Congress of Right Forces that: "Two-thirds of all the government ministers are from the right election bloc and the composition of Putin's government was as was demanded by Yeltsin's 'family'."

These are the same corrupt enemies that were there before, in the former government of Stepanshin. The financial minister Kudrin was the choice of Chubais and Berezovski! Gaidar, Greh and others... these are the power brokers in Putin's government. They are passing the "New Labor Law" which will set the working class back 100 years!

Putin has torn away his mask as a "democrat". He is appointing his very own stooges as governors, district administrators who depend fully on the whims of "Czars rule". In actual fact, the illusion of elections is going down the tube. Plans are in the works that shall eliminate local authority from all elected officials. Putin states that all these upcoming laws are needed in order for him to cope with economic unrest and push through the "economic reforms" and also to liquidate the so-called "Red Governors and Mayors". The law courts are at the beckon and call of Putin's government since they have no authority.

Putin wore the mask of the "State Patriot", which brought him the votes. But he has taken off this mask also. Russia has now only two friends left - Serbia and Milosevic and Byelorussia and Lukashenko. Milosevic of Serbia did not sink on his knees in front of NATO, he defended the rights of Yugoslavia-Serbia. He was sold-out first by Yeltsin who, instead of need for realistic help, put pressure on him to capitulate and give up Kosovo. Now, Putin has struck another blow at Serbia by supporting the opposition to Milosevic, which is now demanding (urged on by Imperialism) to get rid of Milosevic, to open up the road to NATO. Putin also, together with the so-called Byelorussian "democrats" are trying to dig the grave for Lukashenko. On the one hand he (Putin) is demanding the privatization of industry in Byelorussia, copying the method of Gaidar-Chubais, on the other hand - over the Russian ORT TV he lets one of the main Byelorussian "democrats" promote the idea that Byelorussia should join NATO and break the ties with Russia. All this is necessary for Putin in order to show the West that he, like Yeltsin is "theirs"! It's not by chance that Thatcher of Great Britain in her time welcomed and praised Gorbachev… in this way, Tony Blair the "Laborite" brought under his wings Putin. President Clinton has already stated that:" you can do business with Putin!"

All this means that Russia under Putin will become a semi-colony of the West… which is now covering the whole of Russia under their web of control.

(Is this why Putin is proposing to carve up Russia into 8-9 separate districts? Editor).

All these actions and laws that are now going into effect show the true face of Putin. He wants to legitimize and make solid his counterrevolutionary dictatorship of the bourgeoisie and to finally liquidate all or any rights that the Soviet working class gained under socialism of which some remnants still remain in place. Russian and Western right-reactionary forces are gleeful with Putin. His dedication to the new bourgeoisie is beyond question.

The Communists of Russia must open their eyes quickly and recognize who Putin really is. The Russian people got elected an unremitting enemy. No amount of playing and hobnobbing by CPRF's Zyuganov and Seleznev with Putin shall save them. There is a desperate need for unity with a clear and principled class strategy and tactics for struggle with the present Russian ruling bourgeoisie and the resurrection of Soviet Union and Socialism.


Outright Falsification Of Election In Ukraine!

Tell me, is it possible for a man who has overturned all of his pre-election promises, brought the economy into ruin, and the people to despair to be elected for a second term as President? Yes, it can be done if he-has the mass media in his hands, plus all finances, all the police and security apparatus and the army… while the people have the right only to cast their ballots in the ballot box. Ukraine has again demonstrated that all this is possible in a "democracy". President Kuchma gained a "victory" and was proclaimed as the "choice of all the people".

In the newspaper "Communist" published in Kiev, readers described under what atmosphere the elections were held: falsification, threats, manipulation and all other forms of skullduggery. Here is just a sample letter from Lugansk, written by G. Venediktova: "The authorities of the city council threatened all of their subordinates that, unless they guarantee a positive response for Kuchma they will be fired..." and further in her letter she writes of a very typical scene. "Days before the actual referendum, the Kuchma machinery delivered (against the law) posters into the election booths and all the premises and streets leading into the election polling booths. Then they went into every house and asked that the people mark 'yes' on the Kuchma bulletin. If anyone marked "no" they crossed it out and overprinted 'yes'."

From Odessa, another letter to the "Communist" newspaper was by A. Ivashenko who wrote: "I know most of my friends who see through all of this manipulative smokescreen did not go to vote at all. The poling booth was empty and the officials were manipulating the ballots, even my very own ballot was already marked 'yes'. I counted the number of people that actually came to vote... there were only 5 that voted. But the Odessa TV proclaimed that in this district over 90% of people came to vote for Kuchma!"

One of the TV stations called "Freedom" in Ukraine and their TV program "Democratic Steps in Ukraine" reported as to what happened in Lvov in the Western Ukraine. In one popular Cafe, a singer was singing songs in Russian. The young nationalists came up to him and demanded that he sing only in Ukrainian. The artist-singer refused to oblige... then these hoodlums shot him dead right in front of the audience... with no consequences!

This is just one episode of the ongoing war against the Russian speaking population (which comprises more than 50% of the population of Ukraine) to speak only Ukrainian.

Even Russian classics are made to be taught in Ukrainian as a foreign language! Now in Kiev, where on the streets, on the buses and streetcars plus subway you constantly hear the Russian language spoken by nearly everyone, there is not even one school remaining where the Russian language is taught to schoolchildren!

This is what is meant by Ukrainian "democracy"!


Draconian Labor Code Being Enacted in Russia

On June 7th there was the first reading of the new labor code, called in Russian "K-zot," being pushed through by Putin. This dangerous legislation will push back the labor laws a hundred years and it is a fact that nearly 90% of the Russian population is not aware of its meaning or consequences. The Russian mass media is keeping an absolute silence on it.

The Russian Committee for the Defense of the Workers called "Defense" states that it is the IMF that is imposing this new labor legislation on all of Russia... the prerequisite if Russia wants any more IMF loans. A leader of the trade union "Defense", Oleg Shein, told the progressive press that this law being enacted is aimed directly at outlawing any trade union activity to keep the 8-hour day and a 40-hour week. With the new proposed law, workers will be expected to work 12-hour days and 56-hour weeks.

The new law gives the privatized industries complete control over all production, working conditions, pay, without any consultations with the trade unions that are representing the workers. The employer can fire any worker at will. All employees will be on contract only for 2-3 months on end and thus the employer is not liable to any signed agreements that might be worked out. Thus the workers are completely at the mercy of the employer.

The Soviet law that guaranteed women different work schedules to look after the children is now only history. Women and pregnant women shall be made to work at night. The employer has the right to dwell into employees' personal lives, their political beliefs or their trade union activities. The time of blacklists by employers will be a fact of life. Overtime will be demanded even if the worker is unable to do so due to studies or illness in the family. The workers will be under constant threat of dismissal if a worker refuses to sign such an agreement.

This drastic legislation was prepared by the ex-Prime Minister Kerilenko and the ex-director of the Central Bank, Dubinin - as part of the global plans of the IMF, following the financial crisis of 1998. All of the workers organizations of Russia are firmly opposed to this legislation. Will their voices be heard in the Kremlin?

On The Unity Question In Russia

At the meeting of the communist parties held in Moscow, the representatives of the Russian Communist Workers Party, Russian Party of Communists, Russian Communist Party-CPSU and the All Union Communist Party of Bolsheviks, the General Secretary of AUCPB, Nina Andreeva outlined her party's proposal on the unity issue.

After reviewing the reasons for the disunity amongst the anti-regime forces, and after analyzing the positions of all the Communist parties in Russia that formerly constituted the Russian Communist Union (Rosskomsoyuz) Nina Andreeva proposed the following as the first step towards unity.

"It is only through unity of actions that can we arrive at a unified political position, then onwards to a unified ideology, and only then can complete unity take place and the birth of a unified CPSU.

"In the meantime, the AUCPB proposes setting up as Coordinating Committee or Consultative Council where every Communist party or movement that is struggling against the present regime can have an equal voice and plan concrete actions against the regime. These actions will help to solidify the unity desire in practice. These joint actions will also show who is it that is indeed dedicated to the abolishing of the present regime. All our joint programs and well-planned joint actions will speak much louder than words.

"Over the last 10 years we were disunited in our actions and this is not by chance, the bourgeoisie was very adept in the method of 'divide and rule". We must work with the working class, we cannot just talk to ourselves or just act during these bourgeois elections. The working class sees this disunity and that is why their attitude to communists is as it is now, thanks to Zyuganov and many others like him. Overlooking some unhealthy attitudes by some comrades towards the AUCPB, we must work and plan actions together, not separately, but together. There is no other course!"


Lenin Monuments Being Removed

The present Ukrainian nationalist-fascist government is destroying all the monuments that were erected to V.I. Lenin by the people. In the city of Suma in Western Ukraine, under the direction of local authorities and with the full connivance of the present Kuchma government, the Lenin monument, which was erected in 1980 on the 110th anniversary of Lenin's birth, was removed and destroyed.

During the night of May 11-12th the governor ordered huge cranes to come to take the Lenin monument away from the center of the city, where thousands of people always gathered to protest the present economic and political situation in the Ukraine. This deed was protested by thousands of people who besides also gathered thousands of signatures and appeals to the authorities, but all this proved of no use.

All over Ukraine the Kuchma government is on a campaign of demolishing all the monuments to V.I. Lenin.

This is a sign of neo-fascism of the present Ukrainian nationalist regime. Adolph Hitler did the same thing during the Second World War in the USSR. You can destroy the monuments to Lenin but you cannot and will never destroy what Lenin stood for!

During these two nights the authorities closed off all the streets in the center of Suma, cordoned them off and then surrounded them by three rows of riot police.

Then with batons swinging plus pepper spray, water cannon and countless arrests they dispersed the multitude of people, including veterans of the Union of Ukrainian Officers who with their medals bloodied were handcuffed and taken outside the city limits.

This criminal destruction of Lenin monuments is being done especially so that the Ukrainian protesting working class would not have a symbol around which they can gather.

COMMENT

How long are the Ukrainian people going to suffer this humiliation? How long will it take the communist and socialist parties to join forces in order to defeat the present bourgeois regime of Ukrainian nationalists?
