News from the Soviet Union

This speech was given at the 3rd Plenum of the Union of Polish Communists "Proletariat".
On behalf of the Central Committee of the AUCPB and on behalf of Nina Andreeva, General Secretary, I wish you success on this occasion for socialism and for a sovereign and free Poland.
Nine years ago this "independent" Ukraine turned this mighty Soviet republic into a country of chaos, ruin and absolute devastation all due to these capitalist reforms. The losses in these capitalist reforms during "peaceful reformism" are twice as large as was all of the devastation during the Great Patriotic War.
The working class is suffering untold hardships, unemployment, disease, prostitution, gangsterism, narcotics and alcoholism. There is close to 40% unemployment. The average wage is only at the most $35 per month. Over 62% of those that are working do not receive their monthly payment on time… sometimes they wait for 3-6 months. The average non-payment of wages for the miners is about 20 months of waiting period.
The population of Ukraine is getting alarmingly smaller each year, and now stands at only 48 million from 52 million during Soviet times. The foreign masters like the IMF, WB and NATO have turned Ukraine into a neo-colony of the West. The law making the Communist Party of Ukraine illegal in three of the West Ukraine regions is the result of neo-fascist character of the present Kuchma regime.
All collective and state farms in Ukraine are no more, they were all privatized and mostly in the hands of foreign ownership.
The Socialist Party of Ukraine, headed by Moroz, have long ago become servants of the present Ukrainian capitalist regime. In 1994 Moroz of the Socialist Party supported the disarmament of Ukraine and its Atomic Energy development and now is the main base of NATO. The role of the Socialist Party in Ukraine shall go down in history as agreeing to the traitorous sell-out to NATO, IMF, WB and the internal Mafiosi structures. The Communist Party of Ukraine has also unfortunately swung to right opportunism. Voicing Marxist slogans, in actual fact it is anti-Stalinist in its orientation and it tries to get into Ukrainian parliament as only an "opposition party"... but it throws away all of Marxism-Leninism in its class approach for the resurrection of socialism and of the Soviet Union. CPU is a Menshevik party of parliamentary orientation and is the voice of petty bourgeois elements.
On February 26-27, 2000 in Leningrad there took place the 3rd Conference of the All Union Communist Party of Bolsheviks where many important decisions were made. The program of the AUCPB is:
winning of political power and establishing the dictatorship of the proletariat
eliminating private ownership of the means of production
the rebirth of the Union of Soviet Socialist Republics
further cementing the dictatorship of the proletariat in the international victory of socialism and step by step going forwards towards communism.
Our AUCPB sees the cause of the temporary defeat of socialism in Eastern Europe as the growth of anti-Stalinism, which began fully by Khrushchev in 1956 in his infamous speech at the XX Congress of the CPSU. This led to terrible mistakes in the economy, politically and gave birth to the stagnation during Brezhnev's time.
During the years of the traitorous policies of Mikhail Gorbachev, anti-Stalinism changed into anti-Leninism and in August of 1991 the counterrevolution was successful and capitalism began in earnest in all of the former Soviet republics.
We as AUCPB are existing and are working during very difficult times. The bourgeois regime at first ignored us and did not give us the opportunity to appear in the mass media. Now their tactics have really changed and now they are physically eliminating our young leaders and using open terror against our party activists. They do so very openly, as was the case on March 2nd when the AUCPB had an open meeting and our young comrade Zhemadukov was assassinated.
The AUCPB Bureau of Ukraine, Moldavia and also Predniester are fighting for the realization of the AUCPB program and are working amongst all the forces there.
The present Kuchma regime in Ukraine is closely monitoring the AUCPB there, using terror, arrests, denying halls for meetings, banning marches and demonstrations. Our very active leaders are killed, Ukrainian courts are used in trying to close all of the Bolshevik newspapers that we publish.
Overlooking the hysterical anti-Communism, anti-Stalinism, anti-Sovietism... not even looking at the constant Americanization of Ukrainian culture and mass media, the workers of the former Soviet republics are more and more rising up in struggles with the present bourgeois regime. That day is not far off when all of the Soviet people shall hold high the Red Flag, when all of the Soviet people will again live as one family in the Union of Soviet Socialist Republics.
In the struggle against imperialistic globalization and the rule of American imperialism all over the world and its friends inside of NATO, the unity of all workers of the world must be achieved.
WORKERS OF THE WORLD UNITE!

In a lengthy analysis, Shevtsov goes through detailed proposals as to what should be done for the USSR and Socialism to last for a long time. We just give a summary here point by point:
* Future USSR cannot afford to make the same mistakes as were made after 1953.
* Programs of all the Communist parties are all very good, but there is nothing concrete to solve the situation, It is the leaders that have to be criticized since they seem to be doing well in their own economic life. Anpilov stated correctly that "any new president that comes on the scene becomes an enemy of the people."
* Putin divided Russia into 7 different regions and appointed governors who are working on his behalf. As was the norm before, all these "appointees" praise each other and their chiefs... thus keeping their jobs.
* In order to fully understand all the intricacies inside of Russia, NSC must be attuned to the policies of the 24 Communist Parties that exist now! Yes, 24 parties, unfortunate as it is... those parties all call themselves "communist"! On the former territory of the USSR, in the 15 republics, there are now over 40 communist parties.
* Criticism from some NSC readers that "we cannot dictate to all the Soviet people" is very wrong.
NSC does NOT dictate, but is just a venue of international friends to help the Soviet people attain their socialism without any foreign intervention.
* In an analytical article in NSC by Khabarova, she suggests that the Soviet people return back to the 1977 Constitution. But how, she does not write!
* Deputies should not be in power longer then 3 years and in this way the possibility of corruption is less likely to happen. In the previous Constitution (USSR) there was a law that a Deputy can hold the post for 5 years or more and can be elected again and again. This is wrong to my way of thinking and should be only 3 years and not able to run again for the same post.
* There should not be the possibility of any candidate to hold a federal, provincial and local post, all at the same time... that always means that he or she cannot do their job correctly or effectively and can be prone to favoritism or worse.
The author goes into detail of how the representatives of different Soviet organs held sometimes two, three or four different posts. He feels that this was a weakness in the formulation of the Soviet Constitution.
The writer goes into detailed analyses of the contents of the former Soviet Constitution in which he criticizes some aspects of it as "undemocratic."
This article came too late for the November or December issue, but the facts are well worth reading since it shows the feelings of disappointment and future optimism!

On November 7th, hundreds of thousands of working people took to the streets of cities, towns and villages all over the Soviet territory to mark the 83rd Anniversary of the Great October Socialist Revolution.
For the 10th consecutive time, this event had to be celebrated under the bourgeois powers. What that implies is not very surprising. Apart from Russia and Byelorussia, there seems to be no other republic left where one of the three most important days in the Soviet calendar is still an official holiday.
And even where communists are given a nominal right to organize the demonstrations, everything is done to prevent them and to belittle their very impact. The "democratic" authorities find all sorts of reasons not to give the central streets and squares for communist marches and rallies.
This year, communists were not allowed to use the Red Square on their day. Only the 192 World War Two veterans (those that are still alive) were briefly given a chance to march through the famous Moscow square in the morning. Then the central square in Russia was allocated for a reactionary "students in support of the President" demonstration, clearly organized from above.
The situation has not been better also in the mass media. News agencies have been reporting more on the presidential race in the USA than on the mass demonstrations in Russia, and marginalized the main news of the day for the majority of the population. All of the TV programs featured classical anti-Communist films, and also waged ideological war in defense of "democracy" versus communism. The latter was most remarkably expressed in the fact that the 7th of November (once again) was declared "The Day of Peace and Reconciliation".
Since Putin declared that the results of Boris Yeltsin's privatization (read: outright robbery of the working people) will not be reconsidered, there has never been a better time for the bourgeoisie to reconcile the oppressed. The leader of the Communist Party of Russian Federation (CPRF,) Zyuganov, seemed to follow the trend quite closely. In his speech at the CPRF rally in Moscow, he did not even differentiate between the Soviet proletarian patriotism and present Russian national-patriotism. As usual, he called for re-establishing the superpower and building a strong state instead of overthrowing it. He said: "Today, the Communist Party and the patriotic forces have created a strong movement. We have a competent and qualified fraction in the Duma." "I am sure that the people will support us," he concluded. Even a Russian pro-capitalist reporter noted that Zyuganov "mainly criticized the previous Russian government of Yeltsin and did dare to attack Putin."
The official Russian trade unions, which have been trying to convert this day into a day of celebrations, have also in effect been active with the Government in the fashion of peace and reconciliation.
However, the parallel demonstrations organized by the radical left did not share that feeling. The key demand - that the existing government should be tried - has not been lifted from the banners of the demonstrators, and the corruptness of all existing authorities was exposed. At the rallies organized by the Russian Communist Workers' Party, the workers were again reminded of the necessity to politicize their struggle and of the impossibility to achieve their ends by voting in elections, whose results are predetermined by the wealth of the contestants. Particularly big were the rallies in the cities of Leningrad and Tiumen. Scores of the most courageous young communist youths in Moscow, who could not reconcile themselves with the fact that Red Square is unavailable to them, broke through the police barrier and reached the eternal symbol of Soviet power.
For all true communists, the key objective of the workers' holidays remains the STRUGGLE, for there can be no peace or reconciliation between the poor and the rich!

Chervonoarmeisk. Not too long ago this was an average part of the country with a 33.3 thousand population. In this local community (average in size) there were operating profitably 31 collective farms, 5 average size manufacturing enterprises, 64 medical facilities. There were 60 schools of learning. They had a specialized school to graduate mechanics of all varieties. There was a very successful musical conservatory, a House of Pioneers, school for young technical professions, 3 kindergartens and 27 nursery stations. There were also 18 Palaces of Culture, 49 Clubs, 72 libraries. There were 60 movie houses. The standard of life was improving with every year. The industrial enterprises were working without stop, the agricultural production was growing at a swift rate and the animal husbandry was on an upswing. The brick and tile factory was always busy. Far and wide was famous the flour mill enterprise, fruit cannery and much more, its products were exported even across the USSR borders
But unfortunately all these successes were in the past. During the last 9 years the population became smaller by at least 15%. It is getting older. The birth rate has fallen off drastically. Death rate due to the hard conditions is growing alarmingly. It is sad to look at what we had and how it is at present. Privatization has played havoc in all spheres of production and life. Now there is not even one enterprise that is working. Limping along are the medical facilities, schooling and some culture. There are no finances, no help and no opportunity to remedy this tragic situation. Of the 19 grade eight schools only 13 are now left, of 28 beginners schools only 13 are somewhat functioning. Not in one village are there any films being shown. "Yes, we lived under Communism. But we did not know that we had it!"
The unemployment now is unbelievable and is growing each month. The average wage of those that are lucky to find work is only $13-15 per month, but sometimes you have to wait 5-6 months before receiving your pay. The state employees are paid on time and receive 3 times higher payment than the pensioner.
The lawlessness and lack of medical help or medicines is the cause of very grave illnesses and hardly any medicines are available for the sick. The government does not care about this situation. There is no money to be able to help oneself. The leadership of the veteran organizations such as G.A. Prishenko and N.T. Mazar plus others wrote letters, protested to the authorities but no results were achieved. As was expected letters written to the President or to the Ministers are always sent back to the local authorities who cannot do anything or will not, and thus the process of merry-go-round is a constant fact of life. The hardships are unbelievable for all the people.
It seems that the leadership of the government of Ukraine is not too concerned, and in fact is very happy about this state of affairs. Why? The people are dying and there will be fewer mouths to feed. But the people are beginning to wake up from their stupor.

Word of a Communist
Today
there is constant debate in the left parties about the forthcoming VIII
Congress of the CPRF. In the newspaper "Patriot" there was
published the speech that Gorbachev gave in Turkey at the American University. (NSC
had published this speech of the world's biggest traitor since Judas - Editor). The
traitors that helped Gorbachev in dismembering the USSR were the two top figures
in the CPSU - Yakovlev and Shevernadze.
Let us just remember as to what was Yakovlev's position inside the CPSU? He was in charge of Soviet propaganda and agitation. Working under Yakovlev as his assistant was none other than Mr. Gennady Zyuganov! Then in November of 1991, under the call of dedicated Communists in cities as Leningrad, Moscow, Sumara, Kuzbass and also Sverdlovsk, a meeting was called to organize a movement (party) to help save the USSR. The delegates attending were over 40% workers. There the Russian Communist Workers Party was formed. At this meeting called in order to save the Motherland, there was not one leader of the CPSU or of the Russian Communist Party. The former functionaries during 1992 did not carry on as Communists amongst the population. Former members of the CPSU tried to form a social-democratic party. Zyuganov was circling around the Russian National Church Synod and other Russian nationalist organizations. All the meetings, all protests and marches were being organized only by the RCWP, AUCPB and the Russian Party of Communists plus the Union of Communists.
Zyuganov then wormed himself into the ranks of Yeltsin's Supreme Court and got permission to set up in Russia his own party, the CPRF. Kuptsov and his social democratic party joined the national patriot Zyuganov. With the help of close-knit buddies of Yakovlev, they managed to grab all the top posts at the Communist Party of the Russian Federation and to push through the changing of the name to CPRF. But even at that time (1993) there were proposals by them to eliminate the word "communist" from the CPRF.
During January-February of 1993 there was preparation and enthusiasm to call the XXIX Congress of the CPSU. During these preparations there were constant telephone calls from the CC CPRF to all districts and regions across USSR not to send ANY delegates to the XXIX Congress of the Communist Party of the Soviet Union which was trying to rejuvenate itself at that time. Overlooking all of these behind the scenes acts, there took place a Congress on March 26-27, 1993 without Mr. Zyuganov, Kuptsov and their company. But Zyuganov and Kuptsov sent their provocateurs disguised as "patriotic" Communists and they tried again and again to make certain that their resolution to drop the name "communist" from the party got passed. 117 delegates of the CPRF out of 123 voted to eliminate the word Communist from the name of the party. But 270 other delegates defeated this treacherous motion on the floor.
The XXIX Congress did take place and the patriotic communists defeated this provocation.
Even in 1996 in an interview by Gennady Zyuganov with Professor V.A. Saprikyn at the CC CPRF Plenum on December 14, 1996, Zyuganov stated this (which was recorded on tape): "Do you Vladimir Alexievich (Saprikyn) still believe in communism?" No need to comment!
The paradox is really this, that Zyuganov, leader of the CPRF does NOT believe in communism!
What kind of a communist party is the CPRF if it permits and allows its leader to make statements like that?
Yeltsin promoted and allowed Zyuganov to set up the CPRF as a tool in order to fool the unsuspecting people. Leaders such as Zyuganov, Kuchma and others have dug their own grave already and only a stake has to be put into the grave.
Zyuganov, Kuptsov and Co. have nothing to do with communist ideology at all. This company is very anti-Communist. The activists of the CPRF (about 2-3 thousand) know this very well. Therefore, what kind of unity with the CPRF can there be?
Unifying the communists into one CPSU for the last 9 years was unfortunately not achieved. And this shall not happen under the present conditions. But, without one unified party we cannot resurrect the Soviet Union. Without the resurrection of the USSR we cannot possibly at all defend ourselves against imperialism.
Therefore, there is only one thing left for those Communists who believe in the socialist future, not to unite around these elements who just want to get their perks in the bourgeois parliament… we all must unite around like-minded dedicated Communists that believe in Socialism and the resurrection of the USSR!
This process started already in 1994. There is happening Unity through Demarcation. What is common between most of the present leaders of communist parties? Nothing! Even though some of them call themselves Communists.
Today there is a revival and activity of many communist parties and groups in Russia and in other former Soviet republics. We are certain that in the near future there shall be a monolithic Communist Party of the Soviet Union - a strong and mighty state--- the USSR and a government of the people headed by a great leader.

A long time ago the sound of cannon fire of the terrible Second World War ceased (1941-1945) in that titanic struggle of the Soviet people against fascism. That is why in the memory of mankind there is remembered the heroic struggle of our fathers and mothers. They were able to be victorious and raised the Red Flag over the German Reichstag in 1945. It is not the blame of the present graying veterans that their grandchildren were not able to withstand the onslaught of the present nationalist mutants in order to defend the gains of socialism of their grandparents. Forever in our memory there will always be remembered the names of those who died in fighting fascism, and also from the bloody hands of Ukrainian nationalists who served Hitler's fascism. In the Volyn and other regions of Ukraine the villages and townspeople remember their loved ones who were workers, dedicated Soviets who were defending their Motherland's sacred soil from the occupiers. These fascist Ukrainian bandits did not spare women or children. Those that lived during that terrible time remember well these nationalist bandits and their murderous deeds. Is this not so, my dear people of Volyn, my dear Ukrainians and mankind of all the continents? Then why is it that in today's so-called "Independent" Ukraine the state authorities are in a great rush to rehabilitate all these bandits and make them "heroes," these former members of OUN-UPA? The Allied International Tribunal of Nuremberg condemned these bandits as war criminals. Why is there no protest from the government bodies of other "democracies" against this proposed rehabilitation of the OUN-UPA organization's bandits that murdered their own people besides killing the Polish and Jewish population? Why no protest now from Israel or Poland?
The demands and the cries from former OUN-UPA members became louder after the present Ukrainian government formed a special parliamentary commission called the "Parliamentary Majority." There is being formulated a document that is meant to forgive and rehabilitate these bandits and to make them (OUN-UPA) as veterans on the side of Allies during the Second World War. Everyone knows, friends and enemies alike, that the OUN-UPA gangs were fighting the Red Army, together with forces of fascist Germany. This is supported by facts, documents, eye witnesses, captured OUN-UPA and also German documents. It is also well documented that all of these Ukrainian bandits were in their majority the police, the SS, they published their pro-fascist newspapers, praising fascism and were in the leadership posts of the Hitler occupation administration.
These facts can even be found in the documents that are in the hands of the present Kuchma regime who want to declare these bandits as "fighters for freedom of Ukraine." Nationalism in present Ukraine is state policy. It is already a known fact that many of these OUN-UPA bandits that were condemned by the Allied Nuremberg trial are now already rehabilitated. It is also very revealing that according to Internal Security organs of Ukraine there were denials for rehabilitation due to their crimes, in spite of the all demands of the present Kuchma government. Even the judiciary that is under control of Kuchma's regime threw out 84,000 names that applied to be rehabilitated. Now the tactics of Kuchma is to rehabilitate the entire nationalist bandit structures that were the OUN-UPA as a whole! The same decision was made by the courts in Byelorussia when last year the Belarus judiciary threw out 60,000 applicants that were part of General Vlasov's Army and were seeking rehabilitation.
This process of rehabilitation of these Ukrainian nationalist bandits is being promoted under a campaign against the so-called "Terrorist acts by the Bolsheviks of Russia." The newspapers are filled with "deportations" by Russia's Moscow (Moskali) reaching in figures of tens of millions of Ukrainians. If that was the case, how could Ukraine have had 52,000,000 people? But, today, due to the "reforms" the population of Ukraine has fallen to a low of 48 millions?
According to documents #122, from 1944 to 1947 there were deported and charged as war criminals in the war crimes trials, members of OUN-UPA 182,543 people, including their families who were resettled to a new life in other parts of the USSR. These are verified by the documents of the Ministers of USSR No. 3214-1056. We must keep in mind that this was a life or death struggle of the Soviet people against fascism… the results were to be either fascist occupation or the liberation of the Motherland and the defeat of fascism and of their helpers, which included all the Ukrainian bandits. In the "Book of Remembrance" devoted to all the victims of these Ukrainian bandits, in the Volyn district of Ukraine alone it shows that the OUN-UPA nationalist bandits murdered 25,700 people, in the Lvov region more than 40,000, in Rovno region 29,300 and in the Bukovina region 1,182 people... not by the Germans, but only by these Ukrainian nationalist Fascists whom the present Kuchma regime wants to rehabilitate!
How can we allow that all of these war criminals should now be classified as "peoples heroes"?! Shame and infamy on these bandits and their Kuchma government supporters and also the present Ukrainian parliament. We cannot allow this sacrilegious act to become reality!
