An appeal was made by Victor Anpilov of "Trudovaya Rossia" to form one united Communist Party of the Soviet Union. Time has come to stop splitting and forming small entities. We must unite around the CPSU. This was the appeal made by Victor Anpilov on December 30th, 2000 at a mass gathering to celebrate the 77th Anniversary of the proclamation of the USSR.
This event was chaired by Oleg Shenin, leader of the UCP-CPSU, and it was proposed to call a CPSU Congress meeting of leaders on March 17th, which is the 10th Anniversary of the All Union Referendum for saving the USSR. April 22, 2001 should be the time to invite all the leaders of the Communist Parties and agree on the mechanism to follow and to set the Unity Congress.
The masses of people that were present at this event stood up in ovation for this proposal for the rebirth of the USSR.
Let the present leaders of USA and imperialism know that the people of the world believe that the Soviet Communists shall heed the peoples hopes that the first ever state of workers and peasants shall be reborn.
Those that think that the unity of Russia, Byelorussia and even Yugoslavia and some other Slavic countries will exist without communism, should really have their heads examined. This would be a road towards capitalism, not socialism. It would be under the same bourgeois Mafiosi as it is now.
The Communists of Russia openly state that they will build SOCIALISM in the country of Lenin and Stalin, they will rebuild the Union of Soviet Socialist Republics and they shall liberate the people from the domination of capitalism and imperialism!
Year 2001 shall be the year of the Unified CPSU and it will be the Century of the Red Tide!

In an extensive article on the question of Unity amongst the different communist parties, the author, T.V. Yakubovska, member of AUCPB, ends her article with the following.
"At the Conference of the AUCPB of the North Caucasus there took place serious discussions about a better and more effective propaganda for the policies of Bolshevization of the Communist movements. A dedicated Coordinating Committee was elected in order to analyze this situation and come up with a concrete plan for its implementation
One such action is to organize yearly meetings of friendship on the border between Ukraine and Russia, together with all communist parties both in Ukraine and in Russia. Much has been learned and successes achieved in these unifying actions.
The struggle for the rebirth of the Soviet Union is the first and one of the most important tasks that stands before the AUCPB. We for 9 years already live daily with this question of unity. This question is important but at the same time illusive. Some parties bring up this question of "unity" in order to try and make certain that this unity does not take place. It is also unfortunately the aim of many leaders of these parties to try and siphon off members from each other and thus keep the pot boiling in useless debates and discussions, all the time, the fires are stocked with discontent by some of these opportunistic leaders.
This points out the danger of some of these leaders asking for "unity" while they are in essence opportunists, speculators, trying to conquer members for the sake of membership, or they are not fully developed Marxists. They do not seem to understand that history proves that unification does not come mechanically, only by someone's wishes, but by the will of the masses of people, with fully developed revolutionary zeal to accomplish the task of overthrowing the present bourgeois regimes.
Today, we in the AUCPB are seeing a large influx of new members, they are joining us even without any unified conferences. They themselves are analyzing correctly the present situation, looking and comparing the programs of each party. They are joining the AUCPB not because of any "unified conference" decision, but because they have become convinced of the correct policy of the AUCPB. This is a logic step in the unity process which is taking shape.

This is an Appeal by Communists of Rostov-On-Don Region of Russia to leaders of the communist parties:
AUCPB - Nina Andreeva
CPSU Lenin-Stalin - Victor Anpilov
CPRF - Gennady Zyuganov
RCP – Kruchkov
RPR – M. Popov
RCP-CPSU – A. Prigarin
RCWP – V. Tiulkin
CPU – Oleg Shenin
Dear comrades!
Ten years of bourgeois reforms have brought our Motherland's industrial might to a standstill, have disarmed us completely and have made our country a colony of the USA.
There are wars going on the territory of Russia and other republics of USSR, people are dying and the people are becoming destitute.
Our class enemy is continuing to demolish all the workers gains brought on by socialism, the cost of living as well as prices are rising, the Russian Duma is allowing anti-peoples laws to be passed. These anti-people policies by the regime are covered up by patriotic rhetoric and they have utilized our slogans in order to fool us.
At this tragic time the communists are weak, dispersed, they cannot mount any meaningful offensive against the regime or the reactionary forces which are becoming more and more entrenched. This cannot go any further.
We are appealing to you as leaders of the communist parties in Russia with a demand: sit together around a table and agree on a course of action to form a united Communist Party of the Soviet Union. In Russia there are judicial laws even now that can be utilized to form this much needed united party. The top Judicial Court of Russia stated that the act of liquidating the work of the CP of Russia was illegal. The Russian Duma had also rejected the Byelovezh Agreement.
When the united congress takes place, we suggest that the following principles be adopted:
1. The Communist party does not fight for a state for their own leaders, but for the dictatorship of the proletariat, aimed at the liquidation of the last remnants of exploitation of man by man and to build a classless society.
2. Communists stand for the elimination of private property and ownership of the means of production, against the buying and selling of land and any form of privatization.
3. Again the world capitalist system and imperialism want to rule the world, while we as communists strive for proletarian internationalism.
We, as communists, are looking towards your leadership, not only here in Russia, but the whole working class of the world is looking to you for unity in their common struggles. Only a united Communist Party of the Soviet Union can lead the life and death struggle for the rebirth of our Soviet Motherland!
We support the latest initiative by Oleg Shenin and Victor Anpilov, proposing the calling of a Congress for the rebirth of the CPSU during March and April of this year. We support the idea of all parties having their conferences in order to pick the delegates to this congress.

A new issue of the Moscow monthly newspaper " Glasnost", organ of the UCP-CPSU, gives coverage of the inner struggles between the communist parties inside the Soviet Union and explains this unfortunate phenomenon in the whole post-Soviet era.

It is now an open secret both in Russia and far beyond its borders that the top leaders of the CPRF are switching their positions from left to right. Below we publish Oleg Shenin's article contained in the "Glasnost" newspaper. Oleg Shenin was to have delivered this speech to the Plenary Session of the UCP-CPSU (Union of Communist Parties-CPSU). This Plenary Session did rot take place, however. Here we publish just some fragments from his report:
"We expected first that our friendly criticism of the CPRF might meet a correct response from its leadership and that its comrades could amend their activities and could be loyal to Marxism-Leninism. But we didn't see this happening. That's why we are honestly saying that their serious mistakes are detrimental to our common cause of restoration of our socialist Motherland.
The ideological roots of differences in our whole movement - said Oleg Shenin - are deep enough, and one can find them also in our past. Now it is quiet clear that after the death of Stalin there are no leaders capable of thinking creatively or originally, or now have come forward. Neither have the new leaders been able to solve large-scale tasks of historic significance on the Marxist-Leninist basis adequately.
There were a number of blunders in our Soviet foreign policy too, after 1953. But the gross and complete failure was laying a political course for the CPSU. Then having proclaimed the task to set up the "state of the entire people" and to build up the "material and technical basis of communism within the next 20 years," Khrushchev in fact gave up all of "the basic values of Marxism-Leninism," the teaching of the class struggle and the dictatorship of the proletariat. Khrushchev distorted and vulgarized the very essence of Communism. The next 20 years named by some people as a " period of stagnation" was not altogether correct - the USSR managed to double its economic potential during that time... but it was indeed a stagnation in the development of Marxist-Leninist teaching.
This was seen in the lowering of the political activities by the bulk of the CPSU membership and at the same time the growth of the "shady" criminal bourgeoisie and the amalgamation of this strata of bourgeoisie with a certain portion of the party (CPSU) and state bureaucratic apparatus.
As a consequence, everything was ready for the advent of capitalism, subjectively and also objectively. The ascension of Gorbachev to power, who consciously took a course to capitalization of society, dramatically whipped up this process.
At the same time local parties in the Soviet Republics began to isolate themselves from the CPSU Party Center, while the poisonous tentacles of different forms of nationalism - the latter being completely incompatible with the Communist movement - started to spread. Factions then started to appear within the CPSU.
We are all responsible both for the black deeds of the pseudo-communists of the 1980's and for those politicians of nowadays who are mere populists – who have just assumed the honorary name of "communists". We are obliged to wipe off these black stains on our Communist banner and by our activities to obtain again the trust of the people, its respect to a noble and lofty name - Communist. We should also address these people who call themselves "communists" but who collaborate with the ruling regime that is restoring capitalism in this country; we should address them and tell them to give up the name which is a burden to them, just call themselves social-democrats - that is the name which corresponds to their views and their dreams.
Oleg Shenin writes: "In the sphere of ideology we should get rid of the elements of opportunism and should come back to the classical principles of Marxism-Leninism. We should keep strictly to Party discipline and to norms of Party comradeship, to follow the principles of democratic centralism and begin sacking those that reject it.
Unfortunately "communist multiparty picture" still exists and since we are not able to eradicate it as yet, and somehow we cannot reach unity in our actions, we should temporarily give up the principle "one republic (former Soviet Union republic) - one party" when we speak about the membership in the UCP-CPSU (Union of Communist parties-CPSU).

What should be the decision of this Plenary Session? Which direction of development might we chose? It is not only the future of the UCP-CPSU and the future of communists and the working class movement that depends on this Plenary Session, but the very destiny of socialism, our Motherland's destiny and the destiny of our people."
This was just a part of the speech that Oleg Shenin would have given to the Plenary Session. However the work of the Plenum was frustrated by CPRF Zyuganov's Party. Instead of discussing the agenda of the Plenary Session, they put forward a proposal to sack Oleg Shenin as Chairman of the Council of UCP-CPSU, but they never got the support even though Gennady Zyuganov took the floor 7 times.
The CPRF leadership does not stop here, they are working on new splitting efforts and provocations, trying to draw to their side other people from a number of parties by blackmailing, cheating and flattering themselves.

I would like to tell the readers about one important segment of history, giving an accurate picture of an American agent, former Ambassador Alexander Yakovlev and also of V.A. Kruchkov, who was a middle-level apparatchik in the CPSU and KGB, who has remained even now a middle-level apparatchik, unable to become a Soviet state figure.
As is known, "Academician" Yakovlev was the Ambassador of the USSR to Canada and remained at this post for 12 years. A Security Officer of the Soviet Embassy, doing his assigned job, was in the center of Ottawa (capital of Canada where most Embassies are situated - Editor). Coming back to the Soviet Embassy early one evening, he decided to drop into a restaurant to have something to eat before going back to the USSR Embassy.
He was surprised and shaken up to see in this average and small restaurant Ambassador Yakovlev together with a foreigner unknown to him.
First of all, this restaurant was not up to standard to the ones that most Ambassadors and Embassy staff frequent to eat. Secondly, according to diplomatic protocol, especially for Soviet representatives such as an Ambassador, no Ambassador goes out without an assistant, interpreter or a chauffeur. The job of the Security Officer is to make certain that the Ambassador is always with the people mentioned. The security officer made certain that he was not seen, saw that Yakovlev was very nervous and often looked around the restaurant.
When this meeting of Yakovlev ended, the Soviet security officer made certain to see who this foreigner was and followed him to his residence, and after noting the address and the car license plate number, this Soviet security officer started the process of finding out who this "foreigner" was that met Ambassador Yakovlev under these very suspicious circumstances?
He sent his report to his superiors in Moscow. The reply came back that the foreigner is a citizen of the USA and a high-ranking officer of the CIA. After receiving this information, the security officer sent them the detailed news about this clandestine meeting of Ambassador Yakovlev with the high-ranking CIA officer... and suggested that the KGB center in Moscow start a complete investigation of Yakovlev by the central KGB, since this is a serious situation for the Soviet State.
But the reply to this professional and patriotic security officer, doing his assigned job was the following: he was recalled to Moscow, where at the meeting with Kruchkov of the KGB he was examined by a psychiatrist, accused of insubordination, mixing into affairs that are not his responsibilities and other accusations followed. He was then demoted in rank and seniority and sent out of Moscow to the province of Volgograd.
It is now a fact that Yakovlev was recruited into the CIA in the early 1960s, when he went to the USA as a post graduate student and leader of a group of 4 students, amongst whom was another traitor - Oleg Kalugin.

The mass media of this "friendly country" Ukraine is daily and viciously attacking the leadership of Byelorussia now as it always did Yugoslavia, while it is supporting Byelorussian nationalists-separatists.
This present Ukrainian media does not tell us or show us how all of the factories and industries of Byelorussia are working steadily, or the collective farms, children's kindergartens, how the workers get paid on time, how hard President Lukashenko is working for the benefit of the Byelorussian people.
All news from Byelorussia in our mass media is pictured as extremely negative.
If 10 separatists in Byelorussia come into a street, our media spends more than 30 minutes with them. The dialogue is only with separatists, no opposing views are allowed to be aired on TV, bemoaning the fact as to why there is no upcoming leader in Byelorussia that could replace President Lukashenko.
Film after film is shown about the results of the Chernobyl disaster, showing some previous deserted Byelorussian villages that were evacuated... presenting this scene as if it is today. To these Ukrainian TV and news media, it seems that Byelorussia is at the "end and a backward civilization," and the election of Lukashenko as - "adventurism".
Shut up, you information killers! We know why the Byelorussian president is an "eye sore" for you and the West.
It is President Lukashenko who proclaimed to the whole world: "I am not going to allow the tanks of NATO to set foot on the territory of Byelorussia!" It was he, who, appearing in front of the Russian Duma deputies, put all of them to shame for kneeling before the demands of the IMF.
Yes, Lukashenko is fighting and is an enemy of corruption. He does not beg for handouts from the West, he has the support of his people. "Father" is the word that the Byelorussian people call Lukashenko, while we Ukrainians condemn and despise the amoral policies of president Kuchma - the godfather of the Mafiosi and an enemy of our people.
Ukraine was blooming as a poppy head during Soviet times, but today it is dying due to the policies of Kuchma and his regime. Ukraine now is a third world country.
* Under the command of IMF to disarm - President Kuchma disarmed Ukraine.
* Under the command of IMF to break up all the collective and state farms - Kuchma de-collectivized all the farms.
* Under the command of IMF to raise the prices on communal services - Kuchma raised the prices.
* Under the command of IMF to close all Chernobyl reactors -Kuchma closed all reactors which has a disastrous effect on the economy of Ukraine and thus threw unto the street over 15,000 highly qualified specialists and their families, under the command of the "goodwill speech" by president Clinton of the USA.
Half of Ukraine is now without light or heat, while the Ukrainian media trumpets daily that we are "a European country" and how lucky we shall be when we join the European Union...
When Soybean Milosevic told NATO and also the IMF "NO!" our mass media shouted about "Serbian nationalism", falsifying all news items about Milosevic, but not a word about the daily bombing and thousands of deaths and ruin that NATO unleashed against Yugoslavia.
They do not tell us that over 70% of Rumanians voted for a socialist president Iliescu... our media immediately called these results "falsification".
Our press does not report about the progress that Byelorussia is making in spite of the political and e economic blockade by the West, but the speech of Lukashenko irritates them no end!
We are asking the Byelorussian people to "Be vigilant!" The Third Millennium shall see an upsurge of liberation of all peoples.
We are not going to allow the CIA, IMF or NATO to lord it over us on this planet!

On the initiative of our UPPFG, a meeting was held at the Russian Federation Embassy in Tbilisi on December 28, 2000.
The participants at the meeting appealed to Ambassador Extraordinary and Plenipotentiary of the Russian Federation Mr. Gudev Vladimir Victorovich. The Appeal was given to Mr. Gudev V.V. It is as follows:
Mr. Gudev Vladimir Victorovich
Ambassador Extraordinary and Plenipotentiary
Dear Vladimir Victorovich Gudev:
We, the participants of the meeting consider that the existence of the united sovereign Georgia developing in a civilized way is possible only under mutually beneficial and close cooperation with Russia. That is why we demonstrated and continue to demand that the President and the Parliament of Georgia immediately change the policy of confrontation to a policy of establishing peace and stability in the whole of the Caucasus.
We are against Georgia joining NATO. We are against the military bases of the Ministry of Defense of the Russian Federation being withdrawn from Georgian territory, for it would mean a final breakdown of Georgia.
We are against all of the gangster and the terrorist formations using our Georgian territory against the Russian Federation.
We are determined to follow the path of friendship and brotherhood with the Russian Federation which was paved by the great ancestors of the Georgian people long ago and, we count on the understanding and sympathy on the part of the authorities of the peoples of the Russian Federation.
We assure you, Mr. Ambassador, that we, as the participants of the meeting at the Embassy of the Russian Federation, express the sentiments of the majority of the population of Georgia and ask you to inform the responsible authority in your country about it.
Adopted unanimously by the participants of the meeting at the Russian Embassy on December 28, 2000.
The Appeal was printed in the Georgian newspaper "Communist 1, 2001" of January 5-18, page 7.
