Dear friends:
Allow me as a member of the Organizing Committee for an International Council from Georgia to give you a brief outline of my position on the matter of the significant upcoming international event, the preparations for which are in progress now.
I think that I should make it clear from the outset that the forthcoming World Congress on problems of the united actions of progressive people of the world in rendering assistance for the resurrection of the Soviet Union and the world Socialist system under global expansion of imperialism is going to be held under the sponsorship of the signatories to it as well as under the sponsorship of the generous readers of Northstar Compass as also the Canadian Friends of Soviet People. As I see it, the primary objectives of the Congress are the following:
1. To encourage the delegates to present their critical analysis of the progress of activities of the organizations that they represent, regarding the struggle for socialism and against world imperialism which they carry on in their native countries and, also to discuss their ideas about the effective methods of rendering the supposed promotion and support to the Soviet People in their efforts to bring all the former Republics of the USSR to the conditions of socialist development.
2. To set up an International Council for Friendship and Solidarity with Soviet People for the general aims and purposes stated in the proposed Statutes, and the more detailed ones that will ensue from the questions raised and discussed at this Congress.
According to the latest list of signatories to the World Congress there are 34 parties, 27 organizations, 22 publications and 13 peoples movements who support the CALL for setting up an International Council. The fact that 96 public units (35 of them from the former Soviet Union) approved the idea of bringing together the progressive peoples of the world under the banner of International Friendship and Solidarity with the Soviet People, speaks in favor of the need to set up the proposed United Front of strong and world-wide anti-imperialist movement, which will undoubtedly speed up the resurrection of the Soviet Union as a Socialist State.
In view of the readers of NSC active interest in what kind of socialism the Soviet People war to have, I would like to refer them to the relevant paragraph of the Resolution of the XXXII Congress of the United Communist Party of Georgia and quote the following:
come when all Communist Parties must wholly concentrate on Stalin's achievements in the sphere of home and foreign policy which, as the whole of mankind has made sure of now, was faultless and all-triumphant."The time has
Consequently, it is possible to conjecture what kind of socialism all of the Soviet People, Marxists-Leninists-Stalinists are going to resurrect. Considering the total current situation in the entire former USSR, there is no doubt in my mind that it is particularly this course which will be supported by the majority of the population in all of the republics of the ex-USSR! So, a model of socialism in the future Soviet Union should not be a subject for discussion at the World Congress, I think.
In "Northstar Compass", the official journal of the Organizing Committee, much space has been given over the years to informative articles about the recent and current developments in former Soviet Union, including the ten-year reviews of life in former Russia, Ukraine, Byelorussia, Georgia and some other republics. These reviews contained essential statistical and compatible data. Quite a number of articles suggested thorough analysis of the many causes and effects of the disintegration of the USSR, as well as analysis of the criminal actions of US imperialism. Good elucidation materials were printed in NSC about Marxism-Leninism and J.V. Stalin. Of much interest were the articles about the current events in some of the native countries of the subscribers.
The above presupposes that the regular readers of NSC journal and the delegates coming to the Congress must be politically aware, so I would call upon the speakers to abstain from wasting precious time at this Congress by beating the air and touching upon the facts and problems that have already been written about and discussed and analyzed. I consider that it might be useful to discuss the ways for our future joint actions. Perhaps we could now also turn our attention to the question of the program and tactics of the future International Council. The point I am trying to make is that this new international body should be a body of action... therefore... I would propose the following points for all the readers and the delegates to consider:

1. ASSISTANCE TO THE SOVIET PEOPLE
Your motives in rendering assistance for the resurrection of the Soviet Union
What specific assistance your party, organization, publication, movement has or is going to render
Which of the ways of rendering the assistance proved or will prove to be most effective
How to you oppose every form of interference from the world and from world imperialism in the struggle for the resurrection of the Soviet Union
NECESSARY TO ACCOMPLISH
To generate the experience in rendering assistance to the Soviet People for the resurrection of the Soviet Union or the ideas about it and take the ensuing decisions.
2. ACTIVITIES OF YOUR PARTY, ORGANIZATION, PUBLICATION, MOVEMENT
How did the disintegration of the Soviet Union effect (a) the activities of your public unit; (b) the development of your country
What, from your experience, are the most effective measures of struggle against the bourgeoisie in your native country
What specific success has your public unit achieved, applying these measures
NECESSARY TO ACCOMPLISH
To generalize the experience of applying the most effective measures of struggle against the bourgeois regime and take the ensuing decisions.
3. ACTIVITIES OF THE FUTURE INTERNATIONAL COUNCIL
Is there a need of working out and adopting a Program for the International Council
If "Yes", what propositions should it contain
What tactics and strategy should be chosen for building a strong and world-wide anti-imperialist movement of progressive forces
NECESSARY TO ACCOMPLISH
To generalize the ideas about these points and take the ensuing decisions
It would be very nice if all of the statements made by the speakers at the World Congress were well-grounded. I have good hope that by the end of all the discussions at this World Congress, we all will have achieved better understanding of many important questions.
It is at times of misfortune that you know your real friends!
