Dear comrades:

Regarding our participation in the Second World Congress last September, we sent in our visa application on time, but the Canadian' Consulate requested more documents, which turned out impossible for us to get the visa on time. We think that this case was not similar to the other comrades that had their visa denied. That's the reason we reported the bureaucracy problems that brought difficulty to our travel to the Second World Congress.

The Centro Cultural Antonio Carlos Carvalho (CeCAC) entity, which I direct, has already adopted, Northstar Compass journal.

The CeCAC promotes several cultural and political activities in Brazil, and my participation in the Executive Committee, that I was elected to by the Second World Congress, is intended for us to spread and amplify the debate and the spread of, the position of the International Council for Friendship and Solidarity with Soviet People, inside and outside our country.

In this regard, we placed on our Website (www.cecac.org.br) the Statement and resolutions that were adopted by the Second World Congress.

Dear comrades:

We are living since the beginning of the 1970's from the last century in a structural crisis of capitalism and the imperialist system. Crisis of over accumulation of capital, with its corresponding overproduction of commodities, and the increasing fall in the rate of profit.

The so-called "neo-liberalism" or "globalization" was the answer of imperialism in order to face the crisis, through the intensification of workers' exploitation all over the world, and in particular workers from the dominated countries. Another characteristic here is the financial capitalists in search for bigger profits in the financial and speculative sphere, where the priority to the capital accumulation withdraws from the production sphere, increasing the misery and unemployment, which then becomes structural.

But the background wall of the international correlation of forces is the class struggle, the engine of history. In this way, the imperialist politics (neo-liberalism) intensifies the barbarism and violence is articulated, integrated with another crisis, that of the International Communist Movement. The drawing back from the revolutionary positions by most of the communist parties and the socialist field, the reformism and the revisionism, the right opportunism as well as the left opportunism, created the .conditions for the vicious imperialist counter-revolutionary advance.

The capitalist restoration in the USSR, which had its peak in the formal end of the Soviet Union, was the result of the imperialist offensive and of the crisis in the International Communist Movement. According to the premise, we consider it a great contribution by the constitution of the International Council for Friendship and Solidarity with Soviet People, to rescue the principles of Marxism-Leninism, in the ideological and political struggle against imperialism, in order to prepare the people towards revolution and socialist victory in former Soviet Union. This is to rescue the experience in the construction of socialism, its accomplishments and weaknesses, recovering and developing the most advanced political and ideological positions in the class struggle at that time, even with the limit of objective difficulties in the construction of socialism in one country, and the role of Lenin and Stalin. We emphasize the leading role of the USSR, its people arid the Soviet Armed Forces in defeating the Nazi-Fascism during the Second World War.

In the last years, the class struggle has intensified, as is shown, by the rising resistance against imperialism by the people of Iraq, Colombia, Philippines, Nepal, Cuba, Venezuela and other countries that suffered direct intervention from US Imperialism, with or without occupying troops. This is also demonstrated by protests of hundreds and thousands of people in Europe and in the United States against the imperialist wars.

In the subjective field – ideological and theoretical – the rescue of Marxist-Leninist principles has continued and from this point of view, also has the debate about the experience of construction of socialism and the revolutionary struggles in each concrete reality.

In this context, there are inscribed the purposes of the International Council for Friendship and Solidarity with Soviet People and its Second World Congress that was held in September of 2005 in Toronto, Canada.

We wish that the ideas will be amplified and filled with success in this forthcoming year of 2006!
