Reactionary right-wing extremist European politicians just simply can’t let go their desire to blacken the role of USSR in the world’s history and to demonise the Socialist and the Communist ideology as worked out by history and successfully tested in practice system of views and beliefs. It became known that this neo-fascist prohibition of ideas will be now dug up again at the upcoming plenary session of PACE. In the meantime, we would like to remind that in September 2004 in Paris a document based on the initiative of the Baltic states’ delegations, was already discussed. This document had an anti-scientific and scorning title of "The necessity of condemnation of the crimes of communism by the international community". Its authors have pulled our of the arms dumps of the Cold War an old tale about "much in common between communism and fascism" and have tried to push through the desirable to them political "recommendations" in order to begin a wide anti-Communist campaign in fascist and neo-fascist style. Even though we must say that the Political Commission of PACE had rejected this by a majority of votes and had not even put it up for a discussion in PACE at that time, the new attempt of the mad anticommunists and political "relativists" from PACE who have at last achieved their goal, should not be left unanswered. It is true that the first draft has been changed (for example, there is more condemnation there not of theory, but of practice of communism – "crimes committed by communist regimes in separate countries"), but the whole tone of the document has not been changed, and that is why it remains unacceptable.

We will not attempt here to try to prove 100% difference between fascism and communism. For those who do not understand or do not want to understand this simple truth for their own political purposes, any arguments would be produced in vain. Such people, who have sacrificed the historical memory for the gains of extremist-political ideas, are blind with hatred towards everything progressive and truly humanitarian, and that is why they will not simply not hear any serious arguments. But even then, we would like to remind to the people who suffer historical amnesia, that for the fascists of all countries the communists were always THE MAIN ENEMY. German communist have become the first victims of the German nazis. It were the communists who were burnt first in the ovens of Hitler’s concentration camps, shot, tortured and murdered. Spanish communists in the 1930s, supported by internationalists from many countries, were the first to confront the fascist aggression. Italian communists were at the front lines of the antifascist struggle against Mussolini. French communists. Communists of Greece and Yugoslavia and other European countries were the main leaders of the antifascist Resistance.

It is unnecessary to remind that it was the Soviet people led by the Soviet communist parties, who have broken the back of the world’s fascism during the Second World War. USSR, the first in the world socialist state, for many decennia was attractive example of the truly fair and humanitarian society. Dozens of countries of the world had broken the colonial chains after being inspired by the shining example of USSR, and many of them had chosen the socialist path of development. (Many of these pages of history were remembered with great warmth at the Second World Congress of the International Council for Friendship and Solidarity with the Soviet people that was held in Toronto, Canada, between 23-25^th of September 2005. It has been decided there that the Third Congress will take place in Moscow in 2007.) The proof of this is also in the fact that the destruction of USSR who was real defender of the rights of the peoples of the developing states, of all the working people, has lead to many cruel disasters for the whole humankind. Without USSR the world has become very fragile, 100 times less stable, unpredictable and more unjust, and nationalism, fascism, neo-racism have become more and more widespread. The US and NATO troops, in pursue of their geopolitical and geo-strategic interests, under cover of the so-called "War on terrorism", are practising state military terror of developing countries which are situated very far of their own borders. UN, the main international organisation, has not just lost its authority, but has sunken into internal scandals and corruption. In Iraq alone military terrorist armada of the US annually burns down in the oven of state-terrorist war, tens of billions of dollars. At the same time, more than 80% of the planet’s population live in dire poverty and beyond the poverty lines. Abraham Lincoln has paid with his life for the abolition of slavery in the US, and his current replacement in the White House will pay the price that Alexander the Great, Napoleon and Hitler have paid for their totalitarian hegemonies and their spreading of slavery in the East. The so-called "new world order" of the US is nothing else but the new world’s disorder. Dear gentlemen from PACE, isn’t it exactly that double fascism that you prefer to keep silence about?

We are not closing our eyes to the fact that the Soviet leadership that was working under very complicated historical conditions, in a country that was surrounded by capitalist enemies, could not prevent several temporary and non system-defining mistakes. But not a single person in the right state of mind can deny that during the years of the existence of USSR our country has made a giant leap in science and technical development, in economic and social development, in cultural state of minds. In such a short historic time USSR has passed through a heroic way of economic and cultural construction that the capitalism was unable to pass through in 400 years.

Under the leadership of the Communist party and with heroic efforts of our multinational Soviet people the first state in the world was created where the whole power was working in the interests of the working people, that will say absolute majority of the people, where the main means of production, the natural and other resources were belonging to the whole nation, where social security of the people has achieved unprecedented levels, including the right to work, free education, free medical care, where science, culture and art were on the most progressive positions in the world. If we have had any privileged class in USSR, that were our children, and that became impossible under the current capitalist "democratic" regime where TV, media and everything else is trying to bring up the children in the spirit of irrationalism, mysticism, amorality, violence and cruelty, is making out of our children homeless and addicts.

There is one more thing we would like to say. We cannot let unnoticed the incredible theoretical pauperism of the document discussed by PACE. First of all, the struggle against communism and its practice for which it calls the international community, in reality is just an attempt of reanimation of the medieval practice of crucifying those to do not stand in the line, and also a rehabilitation of the worst methods of the "fascist" ideological struggle. Second, to declare a fight against Communism as a system is, at the very least, incorrect, because this system, as we now, has not yet existed in history as a socio-economic formation. As we know, there was only the first stage of the Communism – Socialism as a state of dictatorship of the Proletariat, as a stage of going over from capitalism towards Communism. So, it does not make any sense to talk about "crimes of Communism" as such. Thirdly, if they talk about the communist ideas, they existed, in one form or another, throughout the human history. So, the anticommunists of PACE are fighting against Plato, Aristotle, French encyclopedians, utopian socialists, German classic philosophers and even with the various religions, Christian, Muslim and others, in whose systems those ideas have existed, in one or another form.

The great Hegel was right when he said that history teaches us that it does not teach anybody anything. And without taking into account historical experiences, as we can see yet again and again, people do not only forget who they are, but also become grave diggers, dancing on the bones of the past. In such a case we can only wish them a bon apetit.

To fight against the ideas of socialism, communism and against the realization of this ideas in practice is just as useless as to fight against the laws of the nature. Modern capitalism not only does not solve the global problems of our century, but, is making them deeper to the limits. The whole modern world, in general, is developing according to the Marx’s theory.

Today orientated on socialism left wing forces in the whole world are becoming to revive after the strike that was blown at them at the end of the XX century. Communist and workers movements in many countries have their revival. The whole world burns on a fire of the class struggle. China, DPRK, Vietnam, Cuba, Venezuela are moving towards the socialist goals with more and more confidence. It is exactly this tendency in the modern world that scares so much the bigots and the neo-fascists of all sorts, and that is why they are trying to strike at the reviving progressive forces. That is the real reason for the anticommunist escapades of PACE. It is not coincidence that the initiative of this attempt belongs to the representatives of the Baltic countries, - those countries where against the will of their own population, the fascists and nazi collaborators are being honoured today, where the monuments to Soviet soldiers are being desecrated, where Russian speaking population suffers discrimination.

In relation to this we would like to mention that world’s anticommunism today feeds on anti Russian, anti- Caucasian, anti-Muslim etc moods, - in one word, on nationalism. We think there is a reason for that. Intuitively, anticommunists feel that it is exactly Russia and the ex Soviet republics are a potential base of the revival and the final victory of Communism. In these countries genetic memory of the peoples about the great Soviet past is alive, and the belief into just as great future does not die.

So, let the anticommunists of all kinds rage in their powerless fury! They can temporarily delay the history, as it happened in USSR, but they cannot ultimately stop its steps. Regardless of the anticommunist blah-blah the world continues to develop according Karl Marx’s predictions.
