Hello, Greatly Respected Comrade,

I wish you a Happy New Year and I wish you first of all good health, happiness to your family and fulfillment of all your wishes, which lead to restoration of the USSR on a new level.

Thank you, highly respectable Michael Lucas, for your activity and thank you and the Second World Congress of the International Council, which was led by you, for accepting our offer to hold the Third Congress of the International Council in Moscow. I greatly appreciate your decision on this. We will do everything necessary to conduct the Third Congress under your leadership in Moscow in the Institute of Philosophy of the Russian Academy of Sciences at a high scientific and organizational level. As we move along with the organization I will report to you regularly on the progress of preparation for the Congress. As to difficulties, they always happen on the way of searching for the truth and a just world; it would have been unusual, if there were no difficulties at all. However, with your help and with the help of your colleagues, I believe, we are capable of solving any problems.

Together with the scientific department "Groups of Complex Problems of National Policy" of the Institute of Philosophy of the Russian Academy of Sciences where I work we have already made some preliminary decisions regarding the Congress, which we have published in "Economicheskaya i Philosofskaya Gazeta" ("The Economic and Philosophical Gazette") #52, December 2005.

We do hope that we will find funds for this event.

Dear respectable comrade, please send me a list of all tentative participants of the Third Congress of the International Council whom you believe we should invite, their current email and postal addresses, as well as phone numbers.

Attached is the text published in "The Economic and Philosophical Gazette" and we will send the 52nd issue of the newspaper itself later, together with the translation of your magazine into Russian.

Reintegration of the republics of the USSR – Today’s Crucial Imperative

("The Economic and Philosophical Newspaper") #52, December 2005

On September 23-25, 2005 in Toronto, Canada took place the Second World Congress of the International Council for Friendship and Solidarity with Soviet People. The Congress was organized by Canadian Society for Friends of the Soviet Union (such a society still exists) and the Executive Committee for Friendship and Solidarity with Soviet People, founded in 2001 in Toronto on the initiative of the true internationalist and great friend of the people of the USSR Professor Michael Lucas (the Chairman of the International Council) and his colleagues. The Congress, in the work of which participated 57 delegates from all continents, ended with adopting a number of important resolutions.

In my message of greeting to the Second Congress I highlighted the tremendous importance of the work of the International Council for Friendship and Solidarity with Soviet People headed by Professor Michael Lucas and offered the delegates to hold the Third World Congress of the International Council in Moscow at the Institute of Philosophy of the Russian Academy of Sciences on the foundation of the academic theoretical seminar Marxist Readings. The participants of the Second World Congress unilaterally accepted this offer and adopted a resolution about holding the Third World Congress of the International Council for Friendship and Solidarity with Soviet People in 2007 in Moscow at the Institute of Philosophy at the Russian Academy of Sciences. There is no need to explain to the readers of "Pravda" and to all patriots of our united, common motherland -- the USSR – of the importance of holding this international event in the capital of Russia. Nonetheless, we must start all necessary scientific and organizational preparations to conduct the Congress at appropriate level already now.

The first step in this direction is already made. The Permanent Organizational Committee of the academic theoretical seminar Marxist Readings of the Institute of Philosophy, which took upon itself the responsibility to hold this event in Moscow, together with all communist parties of the republics of the USSR and far abroad, as well as the organizations of the left movement, recommend:

  1. To hold the Third Congress of the International Council for Friendship and Solidarity with Soviet People in the Fall of 2007 in Moscow at the Institute of Philosophy of the Russian Academy of Sciences on the general subject "Reintegration of the republics of the USSR is today’s crucial imperative."

  2. To create a United Organizational Committee for scientific-organizational preparations and for conducting of the Congress, which will be comprised of:

We also highly recommend that we should include into this United Organizational Committee leaders of all communist parties of all republics of the USSR. The list of the members of the Organizational Committee will be edited.

We plan for the next expanded meeting of the Organizational Committee to review and approve candidates for the roles of Co-Chairmen of the Committee, suggestions about the specific month and date of the Congress, questions about the speakers of the plenary sessions and presentations about the speeches, about financing of the forum and other questions.

We count on you being so interested in the subject of the unifying movement of our historically related and brotherly nations.
