Proposals for the
From the Russian Academy of Sciences and the Soviet Society for Friendship with Foreign Countries
To Professor Michael Lucas, Chairman of the International Council for Friendship and Solidarity with Soviet People
Dear comrade and colleague!
Following my letter to you of May 5, 2006, in which I have informed you that at the meeting of the organization "Russian Intellectuals of Socialist Orientation", of which Presidium I am a member, they listened to the detailed proposals regarding the convening of the Third World Congress for Friendship and Solidarity with Soviet People ( yes, if you do not mind, we should call this the "Third Worldwide Congress for Friendship and Solidarity with Soviet People."
At this session of the Presidium of the above mentioned organization, held June 2, I informed the members that I sent a detailed memorandum to the leadership of the CPRF and all of our membership, to which I am awaiting replies on their participation and also about their financial help at the forthcoming Congress. As soon as I will receive replies from them, I shall inform you immediately.
In this respect I can truly say that you and I have taken a long step forward!
My dear friend! I feel that we should also take parallel steps to discuss the organizational and educational side of this very important Third Congress that were planning.
(1) We should agree about the number of foreign delegates from other countries that will come to the Congress (including who they represent, address, telephone and e-mail information).
(2) Have the correct headings for their presentations. This is very necessary as you do understand, for arranging the program and the Congress agenda, so that it can be printed in time and sent out to all the delegates by March 1, 2007.
You will be informed of all the details, as I and all of us understand, by law and statutes of the International Council, you are responsible to head and conduct this Congress, irrespective where the Third Worldwide Congress will take place in Moscow or let us say, in Tbilisi!
Regarding Northstar Compass, I was informed by comrade Chechentsev that the fourth edition is already being worked upon, while the other three Russian editions you have already received.

my dear colleague.Please forgive us, because everything here seems to be going so slowly, but bureaucracy is the constant sputnik in history of mankind. There is still plenty of time, and I am certain that in the near future we will be going at top speed!
Lastly, the text of the Document that I have sent to all the contacts here in Russia - which was unanimously adopted - I am sending for your information, comments, criticism and additions.

Regarding the plans of the Third Worldwide Congress for Friendship and Solidarity with Soviet People as adopted by the Academic Committee and the Soviet Society for Friendship with Foreign Countries, March 14, 2006.
Dear comrades!
The decision of the Second World Congress for Friendship and Solidarity with Soviet People held in Toronto, Canada, September 23-25, 2005, was made about holding the Third Worldwide Congress in Moscow in the fall of 2007 at the Institute of Philosophy, Russian Academy of Sciences and it was agreed upon theme being: "The Reintegration of the Republics of the USSR and the people that are living there is categorically imperative today" was adopted unanimously and this is very necessary for us to adopt and fulfill!
This will be the first event that will be held after the dismemberment of the USSR, this large international gathering of educational and practical events that is solely dedicated to the political, economic, cultural historical integration of our people after the counterrevolution which has disunited and separated our people this event could be the turning point for our people. All attempts to reunite our people into a common union had objectively long ago been ripe.
We had built a unique example in the history of mankind, with the appearance of the first Socialist State after the October Revolution of 1917. This was not only for the benefit of our own people, but had a tremendous historical significance for all the people of the world. The dismemberment of the USSR has destabilized the whole world, economically, politically and started a cultural degradation. The world has become now very unpredictable. The US imperialism, NATO, the wars, the genocide perpetrated against innocent people this had led to extreme danger for the entire world. We have to base all of our work to unite the communist parties, but based on Marxism-Leninism teaching.
The forthcoming Third Worldwide Congress will take place in the last half of 2007, where theory and practice of the united work for the unity of our people will be discussed this event should be the spark that will unite our people for the resurrection of the USSR. The Chairman of the International Council for Friendship and Solidarity with Soviet People, Michael Lucas, (Canada) actively is promoting and organizing the plans for the Third Congress in Moscow and is in constant touch with us. In this regard I would like to give thanks for the generous help and time given towards this noble cause by Chairman G.I. Tikhonov of the movement "Soyuz" and by the member of the International Council and Chairman of the Soviet Society for Friendship with Foreign Countries, comrade V.N. Chechentsev in the planning process for the upcoming Congress. Also thanks go to these comrades for the Russian Edition of Northstar Compass, the organ of the International Council, which ha now an English, French and Russian editions.
The chief Editor of NSC is a dedicated internationalist, sincere friend of Soviet people, Michael Lucas. The samples of the three issues I am including for you.
The first steps for the Third Worldwide Congress were already made in the feature article in our newspaper "Economicheska i Philosoficheska Gazeta #52, December 2005, in which we published many letters and articles of our readers and comments about the importance of the forthcoming Congress. Our Committee herewith is giving you some concrete proposals for your comments, which we feel are very necessary for the good working realization of the Third Worldwide Congress:
(1) To adopt with your comments and remarks on the proposed theme of the Congress as was published in the #52 newspaper (EP) in December of 2005.
(2) Recommend to be co-chairmen of the Third Congress with Michael Lucas (Canada), T.G. Golubov (Byelorussia), G.A. Dzhokhadze (Russia), G.A. Simonenko (Ukraine), G.I. Tikhonov (Russia), V. A. Tiulkin (Russia), V. SA. Sheveduha (Russia), Secretaries A.N. Chechentsev (Russia), V.N. Chechentsev (Russia) and to elect a Secretariat that will function during the all of the Congress proceedings.
(3) Recommend that the Third Worldwide Congress be held in conjunction with November 7th celebrations in Moscow in 2007.
(4) To hold the Congress proceedings during days and evening plenary sessions (speeches no more than 15 minutes, discussion 7 minutes) in order to allow more speakers and comments.
(5) To have Michael Lucas Chairman of the Executive Committee of the International Council and Editor of Northstar Compass: and co-chairman, T.G. Golubev, on behalf of the Communist Party of Byelorusia: D.V. Dzhohadze on behalf of the Marxist Theory Seminar and Russian Academy of Sciences: A.A. Zinoviev, on behalf of the independent societies: G.A. Zyuganov, on behalf of the Communist Party of the Russian Federation: P.N. Simonenko, on behalf of the Communist Party of Ukraine: G.I. Tikhonov on behalf of the Society "Soyuz": V.A. Tiulkin, on behalf of the Russian Communist Workers Party: V.S. Sheveluha, on behalf of RUSO to appear with short declarations during the opening day ceremonies.
(6) Invite to the Congress all leaders of the Communist parties, Marxists-Leninists and peoples organizations from all of the republics of the USSR; Communist leaders of all socialist countries, according to the list of parties-leaders given to us by comrade Michael Lucas, plus representatives of all Embassies.
(7) We will invite to the Third Worldwide Congress President Fidel Castro of Cuba, President Hugo Chavez of Venezuela, president of Bolivia Evo Morales, plus representatives of their Embassies and some other Latin American countries.
(8) To ask the leadership of the CPRF and UCP-CPSU to inform through their publications and party channels in other former Soviet republics to make certain that they also take part in this important Congress - and of course, to inform other communist parties and movements.
(9) To ask V.S. Sheveluha of RUSO to inform all of their sections across the country and to urge them to attend and to participate.
(10) To ask the editors of newspapers, such as "Pravda", "Pravda Rossii", "Ekomomicheskia i Filisoficheskaya Gazeta", the journals "Prosvishchenije" and "Northstar Compass" to publicize the organizational work for the Third Worldwide Congress.
(11) The working committee of the Third Worldwide Congress (D.Dzohadze) feels it absolutely imperative and necessary to seek financial help and other material needs, orientating for 80-100 foreign delegates, - for the receptions, billeting, transportation inside Moscow, meals, cultural program, plus a farewell banquet for all of the delegates and other necessary necessities.
(12) Were asking all parties and organizations that will receive these proposals for the Third Worldwide Congress to study them, make suggestions and to accept the given responsibilities for a successful Congress.
(13) To assign to the Committee headed by D.V., Dzhohadze to make certain that all of the technical apparatus and premises for the Congress are available and ready at the Institute of Philosophy of the Russian Academy of Sciences, including the premises and buffet for registration of the Congress delegates, to organize the daily and evening sessions for two or three days, and also to organize all the media, newspapers, TV, radio, photographers, correspondents of the Russian and foreign press and journalists besides having a film taken for a future video of the Congress. To also arrange the printing and distribution of the Congress Agenda (about 500 copies) and to mail them to the available addresses, no later than May 1, 2007. To organize and arrange for the Credential Committee and the Resolution Committee.
(14) To give Dzokhadze the power to select an Editorial Committee to publish all the materials of the Third Worldwide Congress, under the title " Reintegration of all the former Republics of the USSR and its peoples living on its territory categorically imperative at this time". The Editors to be Michael Lucas and Dzohadze.

Dear Readers:
This wonderful and detailed proposal by our Soviet comrades was sent to all members of the Executive Committee of the International Council and the Editorial Board of Northstar Compass for their input. We are asking our readers to give their concise and to the point suggestions. We must receive them by the end of August to be able to discuss them at our Mini Conference that will be held on September 24-25 in Toronto, Canada. Those that have sent their suggestions already, we thank them.
