We publish this statement by the Brazilian Friendship Society because in essence it represents the thoughts and policies of the International Council for Friendship and Solidarity with Soviet People and of the Editorial Board of NSC.

Dear comrades:

We support the position that was presented by members of the International Council and the Editorial Board of NSC about cancelling the Congress and what the future Congress should accomplish when it is held. We would like to register some summarized positions in this statement to you comrades.

1: We support the opinions that, in view of the various problems to overcome, the Third World Congress should be postponed or find another venue. In the current political and organizational conditions the World Congress cannot take place in Moscow.

2: The accomplishment of the Third Congress must be, the fight for socialism and for the reconstruction of the USSR, and it must be inspired by the universal principles of Marxism-Leninism, that demarcates a clear ideological field with the revisionism and reformism, opportunistic deviations of the right and with the sectarianism and subjectivism and also opportunistic deviations of the left.

3: The fight for the reconstruction of socialism and of the USSR must start from a rigorous evaluation of the contradictions and struggles during the experience of the construction of socialism in the USSR, and, must be guided by the comprehension of the class interests in the ideological, theoretical, political and economic fields during that process.

4: The actuality and universality of the positions of Marx, who affirmed on March 5, 1852, in a letter to Joseph Weydemeyer: "…And now as to myself, no credit is due to me for discovering the existence of classes in modern society or the struggles between them…What I did that was new was to prove: (1) that the existence of classes is only bound up with particular historical phases in the development of production, (2) that the class struggle necessarily leads to the dictatorship of the proletariat, (3) that this dictatorship itself only constitutes the transition to the abolition of all classes and to a classless society".

In other words, Marxism is a theory that advises, that understands the class struggle, with the aim of preparing the proletariat and exploited classes to the capture of State Power, to Class Power, to the Proletarian Dictatorship. The class struggle continues in socialism until the conquest of a classless society – Communism!

5: The actuality and universality of Lenin, in 1920, he wrote "Left-Wing Communism: an Infantile Disorder": "The dictatorship of the proletariat means a persistent struggle – bloody and bloodless, violent and peaceful, military and economic, educational and administrative – against the forces and traditions of the old society. The force of habit in millions and ten millions is a most formidable force. Without a Communist party of iron that has been tempered in the struggle, a party enjoying the confidence of all honest people in the class in question, a party capable of watching and influencing the mood of the masses, such a struggle cannot be waged successfully."

That is, in the proletariat’s dictatorship, in the Socialist State, a hard class struggle continues to exist, with antagonistic interests, antagonistic contradictions that only can be overcome in Communism. While Imperialism exists, capitalism as its highest stage, the possibility, and the menace of capitalist restoration is always present.

6: The struggle and fight for the reconstruction of Socialism and the reconstruction of the USSR will be a task for the Soviet proletariat and the exploited classes, guided by the Marxist-Leninist theory and by a truly dedicated Communist Party. We as Friends of Soviet will show our solidarity..

7: We affirm our support for the Third World Congress when it will take place, that must be guided by Marxism-Leninism not only in theory but in deeds, as an instrument to advance the fight for the unification of the true Soviet Communists. Communists both in theory and practice, for reconstruction of the Communist Party of the USSR.
