The Thief Must Be Imprisoned!

In October 1993, when the Yeltsin gang and its bosses were executing the Supreme Soviet of the Russian' Federation, they especially made sure to destroy parliamentary archives. However, not everything was burnt in that fire.

Among the documents that survived was the speech of Vice-President Alexander Rutskoi on the joint meeting of both chambers of the Supreme Soviet of RSFSR on April 16, 1993. The document has a long 'title "Information of the Vice-President of the Russian Federation, the Chairman of the Interdepartmental Committee of the Security Council on the issues of counteracting criminal actions and corruption of Alexander Rutskoi on the questions of fighting crime and corruption".

Today many people are aware that world imperialism embodied by the leadership of the USA first of all since 1992 directly and through the IMF has been determining the economic policy of the Russian government. The mechanism for this was simple. IMF experts developed and sent to the Russian government all key parameters of Russian state economic policy for a new year. Then followed "Statement of the Government and Central Bank of the Russian Federation about midterm strategy and economic policy for the year... ", in which an obligation was given to precisely follow the suggested parameters, and Addendum to the Statement in which all main demands of the IMF were stated. In Russia they only translated them from English to Russian.

However, let us look at some facts from Rutskoi's speech, which was made at the time when his disagreement with Yeltsin, who was elected in the same "package deal" together with Rutskoi in June 1990, was already obvious.

From the very beginning the author states that "Russia is under attack of the crime wave", that "organized crime controls 40% of the Gross National Product of Russia". Why?

Let us omit the saga of the creation of the Committee for Defense of Economic Interests of the Russian Federation, which in itself is a joke. It was being dragged from August 20th 1991 until September 22nd 1992. As a result, because of the counter-activities of E. Gaidar, A. Shohin, and G. Bourboulis, the Committee was not formed in spite of the Decree and several orders by President Yeltsin.

The same picture is with the governmental Inspection of the Currency Control, created (on paper) by the Presidential Decree No. 335 as of December 30, 1991. At the end of this story another Decree of December 30, 1992 liquidated something, which has not been created. As a result: "Absence of the system of currency control in 1992, according to the Institute of Economics and International Relations, helped $17 billion currency, raw materials and strategic materials leak from the country. According to other sources, including foreign financial experts, the amount is $40 billion. "

Alexander Rutskoi spoke a lot on military issues, in particular, poor organization of settling economic questions in regards to withdrawal of the troops from Army Group West (Soviet forces in GDR). By the Decree No. 24 of January 4th 1992 the President created two committees, headed by Grachev and Arapov respectively, and on January 6th he issued an order about creation of the State Presidential Committee on economic questions related to troop withdrawals. A whole chain of directives, orders and delegations of duties followed suite. After July 27 "U. Boldyrev reports to the President about mass corruption and economic crimes in Army Group West. However, there was no response.... The country was missing huge amounts of money, lost as a result of disorganized work in realization of the property of Army Group West."

For example, "Anatoly Chubais upon Zikina's request allocated to the Russian cultural centre 20 buildings of total size over 10,000 square meters.

... The giveaway of expensive properties such as airports, military training fields, warehouses, was not approached at all. However, with only one signature of some Evgeni Ivanovich Shaposhnikov a very dubious semi-state semi-private enterprise "Propoulet" in the person of Mister Arnold Yakovlevich Bork were passed on 12 high quality airports. "

It is then that the loss of food security began. "For the country's fisheries fleet fish became means of payment for ship repairs and fuel. It was sold by dumping prices, this is why export fish prices dropped 2-2.5 times and internally grew 300-800 times.

$1 billion was required for fulfillment of the program "Harvest – 90". In connection with this program the government, starting with Silaev and finishing with Gaidar generously gave away 200 licenses for the amount of $5 billion. This should be enough for five programs! According to Centrsoyuz, only 50% of the cheques were cashed. A modest amount of $4.5 billion landed in foreign banks.

... Vladimir Phillipovich Shumeiko was next. On January 14 1993 he ordered to regulate debt in the amount of $9.4 billion to the company Waltheim Electronic (Germany)... He solved this problem independently, but paid the debt by the cheques of "Harvest 90".

Assistant Chairman of the government Alexander Nikolaevich Shohin was in charge of foreign humanitarian help. "The committee under his leadership brought 12 million rubles of losses in 1992... According to our modest calculations the pockets of the speculators enriched by 40 million rubles."

Life and activities of Mister Chubais and his department, representatives and local successors is of interest as well. Famous sports complex Luzhniki in Moscow was auctioned and sold for 25 "Zhiguli" automobiles and shortly after turned into a large bazaar and a dump. Industrial port Nahodka was privatized for 18,444,000 rubles while the price of the port, determined by Gascomproperty, is also a laughing stock: according to them the "real" price of Nahodka port is 70,000,000 rubles."

Rutskoi's report brought to attention a lot more examples of criminal actions of the country's government back then. For instance, in the foreign trade according to the Central bank, in 1992 Russian export was $38 billion, but the country received only $11 billion of this money." The report also contained details of machinations with the so-called red mercury and illegal export of the gold reserves, precious metals and stones from the country. The names in connection with this theft are less known, however, the main signatures are the same: "Gaidar, Shahin, Baurbaulis and Shumeiko".

Today they all continue to prosper and live in good health; some still hold high positions and astronomical amounts are being paid for life to Yeltsin and his family from the state budget.

One might think, it's about time we call the traitors and plunderers to account for their actions. Especially in the state, which according to the article 1 of the current constitution is "democratic" and "legal". We are determined to demand from the office of General persecutor to open criminal cases against these activists. We ask all honest and dignified citizens to support us.
