Environmental modification techniques refer to any technique for change – through the deliberate manipulation of natural processes – the dynamics, composition or structure of Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space.

Environmental Warfare is defined as the intentional modification or manipulation of the natural ecology, such as climate or weather, earth systems such as the ionosphere, magnetosphere, tectonic plate system and the triggering of seismic events (earthquakes) to cause intentional physical, economic, psycho-social and physical destruction to an intended target geophysical or population location, as part of a strategic or tactical war.

In 1977, an International Convention was ratified by the United Nations that banned "military or other hostile use of environmental modification techniques having widespread, long lasting or severe effects."
After the demise of the Soviet Union and after the 1992 Earth Summit, the issue of Climate Change and the decision agreed to by the UN in 1977 International Convention, the issue of "Climate Change for Military Use" was never brought up again. This issue was erased from the UN Agenda and forgotten. Why? Why did the US and Russian governments agreed to use the climate change for military use?
In 2007 the British newspaper "The Daily Express" reported that following the release and declassification of the British Government documents, the United States Government had a secret military program in place with the goal of controlling the world's climate An American scientist was quoted by this British newspaper as saying: "By the year 2025 the USA. Will control and own the weather!"
The Pentagon has now admitted that it used "cloud seeding" in the Vietnam war, causing extensive rainfall to wash away crops and destroy supply routes used by the Vietnamese Army. The US White House then invested Billions into this "weather manipulation warfare".
Why is the United Nations quiet about this? Or is it now the United States of America Nations?
