Secretary of the Russian Communist Workers Party (RCWP), in a wide-ranging
article stated the position of the party at the present time, its strengths and
also its weaknesses in the struggles for the minds of the Soviet people.
After the abolition of the CPSU ten years ago, we as members of the CPSU first formed the Movement of Communist Initiative - the left wing of the former CPSU. We were more than 1/3 of the CPSU, and this fact scared Gorbachev out of his wits. This left wing inside the CPSU was already formed in 1989, when the cry of some CPSU members was hysterical that "there is no alternative to private markets and capitalism". Although the CPSU was liquidated, the Communists remained.
This solid patriotic core became the foundation which later became the Russian Communist Workers Party. We organized together with other movements and already on November 7, 1991 there were demonstrations all over the USSR under Red flags and banners. In the meanwhile, former CC CPSU members, such as Kuptsova, Rybkin, Zyuganov, Zorkaltsev started to organize a socialist peoples patriotic movement which was against Marxism-Leninism, organizing other movements and patriotic fronts, but their tactics backfired since they thought that by going to court with Gorbachev and Yeltsin, they would get all the money that the former CPSU had...
During 1993 the CPRF (Zyuganov) was formed and registered, composed mostly of former members of CPSU apparatchiks. Some of our dedicated party members joined the CPRF with the intentions of swinging it more to the left. We were accused of concentrating on the working class, instead of going after the former members of the CPSU which now had begun to mingle and integrate with capitalism and ownership of the means of production.
Unfortunately a majority of former apparatchiks of the CPSU, even though they call themselves "communists" are for reforms and privatization of the economy. As an example of how these former CPSU members behaved, here is just one example: When Primakov was Prime Minister, his First Deputy was Yuri Masliukov, member of CC CPRF whose first statement was - the reforms must go on and he shall not fully oppose privatization. Zyuganov himself stated right from the start that "the reforms must go on... there must be different forms of ownership and be part of the world economic order."
Workers understand our program, but, our main weakness is that we haven't enough hands to do the jobs that is needed at this time. All the former agitators, propagandists, teachers of political economy... they all deserted Marxism-Leninism and are cooperating with the present regime.
We must use legal and underground methods of struggle in order to achieve the rebirth of Socialism and of the Soviet Union. We must work like Lenin by encompassing all sections and establishing different committees and groups, all dedicated to the cause of Socialism.
We are going ahead and trying for unity in order to beat the present regime and their international backers.

We are on a March "For the USSR" from Brest to the Kurile Islands. We covered already thousands of kilometers and we saw the outright robbery, terrible plight of Soviet people... from the smallest village to towns and cities, the present regime is devastating the country, robbing the youth, veterans and the working class.
The fifth column, all supported by the World Bank, IMF are devastating Russia and tearing it into ever-smaller pieces. Yeltsin and Stepanshin Yerin, Grachev still are not brought to justice for crimes in Chechnia, bloodshed in the Caucasus and the trampling underfoot of the Constitution.
The fifth column in Russia has sold out Yugoslavia, has devastated our country and got rid of many former liberals (not communists) in the Government. The Russian Cabinet is now headed by the Judas Stepanshin and Yeltsin's "family combine" plus influential consultants as Berezovski and Abramovich.
The prices are rising, inflation is growing alarmingly. The present clique of Nemtsov, Chubais, Gaidar and Zhirinovsky are on the election trail to convince the Russian people how good things are. People, all along our March are asking us, were begging us with only one request - unity for the sake of the Motherland.
Dear comrades, our goal today is to finally and forever end the disunity in our Communist movement. The enemies of the people are entrenched now and we have to beat them with our fists, not with open hands. This is not the time to throw stones, not time to play around with Mayor Luzhkov of Moscow and his political party "Fatherland". It is time to unite into one solid, strong and steeled column and to involve the workers, farmers, army, all people against the foreign-sponsored capitalism and presidency, to elect a state of the workers, a Soviet of Workers and Peasants.
During our march across Russia we were very pleasantly surprised to hear that the program of the Stalin Bloc is supported overwhelmingly by the people and we are positive that we can beat the 5% barrier imposed by Yeltsin during the elections to the Russian Duma... thus giving us the opportunity to gain seats in the parliament. The risk of falsification is real, therefore in the name of unity we propose:
Do away with personal ambitions and we are appealing to ALL leaders of the communist parties existing on the territory of Russia to meet in the nearest future, so that we can discuss and agree to go into the Duma elections in December of this year as a united bloc "Communists of Russia".
We feel that such a meeting should be under the chairmanship of the Communist Party of the Russian Federation (CPRF) headed by Gennady Zyuganov, since the CPRF has the biggest bloc in the Russian Duma. We ask the leader of the CPRF to publicly appeal to all the leaders of Communist parties, not excluding anyone, to suggest a date for such an important meeting. The Stalin Bloc shall come to such a meeting without any prerequisites or demands.
In case our appeal to the leadership of the CPRF shall not receive a reply, the Stalin Bloc "Trudovaya Rossia", Officers for the USSR shall take upon itself the initiative to call such a meeting and start the immediate process of forming the bloc "Communists of Russia". Seeing that the time before the December elections is short, such a meeting should take place in July of this year.

Bombing and aggression against Yugoslavia caused wide condemnation, in spite of the policy of the present regime and some members of the Russian Duma. The rising patriotism of the population has forced some activity to the victims of aggression.
This half-hearted attempt to fool the Russian people with diplomacy by Chernomydrin was just window-dressing by the regime in order to placate the people that Russia is a "great power" that US/NATO has to contend with.
The interests of the Russian ruling class are too closely tied to Imperialism. Russia is made to play a role as puppet on behest of Imperialism.
Under these conditions the right way to help the Yugoslav people is with international solidarity by the working class of the world. In March and April of this year, from Vladivostok to Kaliningrad there were huge protests against US/NATO aggression. In Moscow the USA Embassy was completely surrounded by demonstrators for three days, with thousands of young and elder people crying out "Yankee Go Home!" Mayor Luzhkov used force to dispel the demonstrators.
Delegations were sent to the Russian Duma, but to no avail. In a show of unity there were issued thousands of leaflets asking: "Today they're bombing Yugoslavia, tomorrow they shall bomb us!" It was signed by the All-Union Communist Party of Bolsheviks, Russian Communist Workers Party, Russian Party of Communists and Russian Communist Party - CPSU.
We must truly admit that unless the actions of the Russian working class become wider and effective the effect shall not be felt. Unfortunately for now only a determined small section of the working class has realized that only Socialism in Russia, together with support from comrades from other countries, is the only guarantee from future imperialist aggression.
The demonstration in Moscow on April 27,1999 adopted a resolution and called upon all workers in factories and enterprises to form Strike Committees to demonstrate against the present policies of Yeltsin's regime and to start getting ready for an All-Russia General Strike in order to bring in a workers' government. Only such a state shall stop imperialist aggression.
The congress of workers called upon the working class of the world to struggle against US/NATO aggression. The resolution adopted was circulated to all members of the Russian Duma.
The occupation of Kosovo and Yugoslavia and the role of the Russian government must be condemned.

More and more the leadership of the CPRF are racing towards the bourgeois government and are blocking the formation of left forces to have a united election bloc "Communists of Russia" for elections in December to the Duma.
The Communist Party of the Russian Federation more and more is turning to the right and social democracy.
The formation in 1991 of the first mass RCWP was the step to unite thousands of Soviet Communists, after the liquidation of the CPSU by the Gorbachev and Yeltsin clique.
Our proposal for a united front did not meet with approval from the CPRF or many other communist parties, unfortunately.
Years of the CPRF representatives in the Russian Parliament did not produce the desired effect and more and more the CPRF is supporting the present government which is anti-people in its daily governing and pro-Western in its orientation. The CPRF is moving more and more away from the working class and is proceeding to support the bourgeois government. These renegade communists cover their deeds with pseudo-communist phraseology.
The experience of rank and file members of the CPRF and our party (RCWP) in places such as Leningrad, Kirov, Nyzni Novgorod shows that the will for cooperation is there, but the leadership of the CPRF blocks further cooperation.
The paths of the CPRF and RCWP have separated to such an extent that cooperation in the pre-election campaign for the Duma is practically impossible.
We ask are our cells, regional, city and territorial RCWP to unite with all possible left forces in order to get unity and left candidates that will truly represent the working class, socialism and struggle for the resurrection of the Soviet Union! This is a minimum tactic to utilize the parliamentary means to carry on the class struggle until the moment of the final overthrow of the present capitalist regime.
On July 9th a group of gunmen assaulted the building held by the Workers' Committee in Vyborg, Russia. The industry is the Vyborg Pulp and Paper Mill. Looking on and directing the operation was the Regional Public Prosecutor and a group of Special Police and soldiers were on a stand-by. The Vyborg paper mill is famous for its Workers' Committee that took over the paper mill and is running it ever since. This was not the first attempt by the authorities and the owners and bosses to take over control of the paper mill. During the assault, two workers were wounded.
The workers state that they are not scared. Despite the injunction, they returned to the mill and started to work again. They stated that they will never stop fighting until they win final victory.

Dear Oleg Semenovich:
Due to my illness I was not able to attend the last conference of UCP-CPSU which was held last May in Moscow. Therefore I am sending this Appeal to the above mentioned parties and leaders, with the original copy going to you.
The well known fact is that at the XXXI Congress of UCP-CPSU the question was raised about "The party-political rehabilitation of Joseph Stalin". Unfortunately the leadership of this Congress did not allow this question to reach the floor for delegates discussion.
Now that we have had already 8 years of the traitorous regime over our heads, we are under immense pressure economically, and psychologically by Imperialism and the internal "fifth column".
The dismemberment of the USSR started by the demonizing of Stalin. Today it is evident to all people that the aim of the demonization of Stalin was the liquidation of Socialism.
Anti-Stalinism is the weapon of anti-Communism!
Looking at the ideal of the UCP-CPSU to unite all Communist parties into one mighty party that shall defend and resurrect the Soviet Union, then it is only logical to state that the results of the XX Congress of the CPSU re: "Cult of Stalin" must be rescinded. And the only present entity to do this is the UCP-CPSU. The last XXXI Congress of UCP-CPSU had the opportunity to do this, but unfortunately I and you who were present, did not act in a manner to solve this!
Your speech at the Plenum held on February 28, 1999 was correct and applauded. But can we allow a party based on Leninism to be founded on the basics of anti-Stalinism? The decision of the XX Congress of the CPSU opened up the gates of anti-Stalinism and the temporary liquidation of Socialism and the dismemberment of the Soviet Union.
What must we do now? Await the future XXXII Congress of UCP-CPSU? History shall not forgive us this cardinal mistake.
How can we rectify this? Practicality shows us a Referendum on this question should be held inside of the Communist parties who are members of the UCP-CPSU and also those that are outside the Union of Communist Parties-CPSU.
This can be done either by a vote of member parties or by a ballot. A referendum is and should be the highest decisive method. We ask that at the next Plenum of the UCP-CPSU this question of the "Rehabilitation of J.V. Stalin should be put on the Agenda of the future Plenum.
I feel certain that the results of the discussions shall be positive not only in our Motherland, but in all of the Communist parties in the world.
If by chance, due to the coming elections for President of Ukraine or the elections to the Russian Duma we shall not take this step forward, dear Oleg Semenovich, the people shall blame us that we're not REAL Communists-Leninists but neo-Trotskyites.
I believe in your political sincerity and knowledge that you shall take an active part in this important question for the Soviet People.
